The Association of Regional Analytical Centers was created in Chernihiv
In Chernihiv, on September 20-21, representatives of civil society organizations declared their intentions to cooperate within the framework of the Association of Regional Analytical Centers. The memorandum was signed by representatives of 16 analytical centers from different regions of Ukraine during the constituent meeting, which took place in the premises of the hotel and tourist complex “Pidssanyansky”. This act became one of the steps towards the implementation of the project “Association of Regional Analytical Centers: A tool for improving management efficiency in the regions of Ukraine”.
The project is implemented by the Polissya Fund of International and Regional Research in Partnership with the International Association of Mirr Regional Development Institutions and the Analytical Centers for Open Society (PASOS) with the support of the European Union.
The meeting was organized by the Polissya Fund of International and Regional Research (PFIRS).

This event became a logical stage of the project after the implementation of its educational component: conducting two trainings devoted to the issues of administrative services in Ukraine and the countries of the European Union and consideration of the monitoring system for the provision of administrative services in Ukraine, which took place in the cities of Uzhgorod (early May 2013) and Chernihiv (in late July 2013).
Moderators of the meeting were: Maxim Koryavets (Project Manager, PFIRS Manager), Gennady Maxak (Project Mentor, PFIRS President), Yevgeny Romanenko (Project Mentor, Vice President of PFIRS).
During the constituent meeting there was:
-Discussion and approval of the text of the Memorandum
on the interaction and cooperation of regional analytical public organizations of Ukraine within the Association of Regional Analytical Centers;
-signing of a memorandum on interaction and cooperation of regional analytical public organizations of Ukraine within the Association of Regional Analytical Centers;
-Discussion and improvement of the methodology of monitoring the activities of administrative services in the regions of Ukraine.
It is the signing of the Memorandum on the interaction and cooperation of regional analytical public organizations of Ukraine on September 20, 2013 that confirmed the intentions of civil society organizations of analytical direction from 16 regions of Ukraine to cooperate as part of the Association of Regional Analytical Centers.
The Association of Regional Analytical Centers is an initiative group of civil society organizations of analytical orientation, which share the ideology of implementation of effective local and state public policy, work for the formation of a public request for research on a wide range of economic, social, political issues, promotion and enforcement of their consciousness.


The Association includes the following analytical organizations: NGO Podilskyi Regional Development Agency, Lutsk City Non-Governmental Organization “Center for Political Analysis and Electoral Consulting”, Dnipropetrovsk Regional Public Organization “Dnipropetrovsk Coordination and Expert Center for Regulatory Policy”, Association “Laboratory of Studies of the Tax Code”, Center of Eastern European Initiatives “Bakhchisarai Strategy”, NGO “Agency of Sustainable Development of Lugansk Region”, NGO “Center for Analytical Research”, Poltava Regional Public Organization “Analytical Center” Bureau of Economic and Social Studies “, School of Political Analytics” Research of the South Ukrainian Border, NGO “Strategic Studies Agency” (ASD), Chernivtsi Regional Non -Governmental Organization “Bukovyna Regional Development”, NGO “Promotion of Intercultural Cooperation” and Chernihiv City Youth Non -Governmental Organization.
The mission of the Association is a qualitative updating and improvement of the socio-economic situation of Ukraine by promoting the implementation of effective socio-economic policy, community development, intensification of regional development, intellectual and information support for the processes of democratic transformations and economic reforms in Ukraine on the basis of democratic values. It is envisaged that the activities of the Association will be based on the principles of impartiality, professionalism, apoliticality and will be carried out in the format of preparation and implementation of joint measures, projects and programs.




Within the framework of the project “Association of Regional Analytical Centers: A tool for improving the efficiency of management in the regions of Ukraine” the Association will monitor the activities of administrative services in the regional centers of 15 regions of Ukraine (in Vinnytsia, Lutsk, Dnipropetrovsk, Donetsk, Kyiv, Crimea, Luhansk, Mykola, and Luhansk, and Luhansk, and Luhansk. Cherkasy, Chernivtsi and Odessa regions).
To this end, during the constituent meeting on September 21, 2013, discussed and refined the methodology of monitoring the activities of administrative services in the regions of Ukraine, developed on the basis of the work of coaches-consultants during the implementation (LGID); Monitoring of the activities of administrative services in Ukraine.
The monitoring activity of the Association of Regional Analytical Centers begins on October 1, 2013 and will last more than a year. The interim monitoring results will be regularly covered in the national and regional media of Ukraine.
