You go to power – prepare a declaration. Know – they will check it!


Public controllers presented the results of the monitoring campaign “Declarations without scenery”, which explored the lifestyle of Yanukovych’s high -ranking officials and identified the reasons for its inconsistency with declared wealth.

That is why public activists of Ukraine have collected and explored more than 400 declarations of officials published in 2011 and 2012 within the framework of the Declaration without scenery campaign. The monitoring initiative is coordinated by Transparency International Ukraine, and the coalition includes more than 40 NGOs, journalistic agencies and individual investigators from all over the country. The declarations of ministers, heads of the RSA, mayors of regional centers, as well as all their deputies were subject to inspections. Activists collected data into a single database and created an online map of declarations for 2011-2012 www.anticorruption.in.ua/declarations/map

The results of the monitoring revealed the flashy inconsistencies of the lifestyle of officials to the wealth they have declared.

Central authorities

  1. 500 times- Edward Stavitsky (ex-Minister of Energy and Coal Industry of Ukraine) A total income 123 070 UAH and family members 2 552 688 UAH. In banking institutions respectively 155 771 and 85 3978 UAH. Stavitsky family lifestyle according to preliminary estimates of about 800 000 000 UAH.
  2. 17 times- Andriy Ignatov (ex-deputy minister of revenue and fees of Ukraine) A total income 2 270 752 UAH, invested in the bank in 2012-37 858 964 UAH. The actual lifestyle is more than 35 588 212 UAH.
  3. 9 times- Arturo Babenko (ex-deputy Minister of Defense of Ukraine), total income for 2012 amounted to 96 065 UAH, purchased a car of the brand of Rorsche worth 880 000 UAH. Lifestyle exceeded the declared income by 783 935 UAH.

Local organizations

  1. 8 times – Alexander Maltsev, (Secretary of Simferopol City Council), official income 59993 UAH, actual lifestyle 478170 UAH.
  2. 5 times – Manolis Plavov, (First Deputy Mayor), official income 108115 UAH, actual lifestyle 500000 UAH.
  3. 4 times – Vitaliy Voloshin, (Deputy chairman – head of the apparatus of the Odessa Regional State Administration) total income for the year 4888897 UAH, purchased in 2012 2 apartments for the amount of 1800000 UAH.

Why was it possible and how to deal with it?

The problem of unreliable income declaration is possible due to existing gaps in legislation, where there is no control over the property declarations of employees, there are no mechanisms for detecting the inaccuracy of data, no sanctions for false data are provided. The maximum amount of the fine for the declaration is ridiculous UAH 435 (25 non -taxable minimums of citizens).

In order to change this situation, civic activists, headed by Transparency International Ukraine and together with the Ministry of Justice of Ukraine, are already developing innovations at the legislative level, which should resolve the conflict of interests of public servants and introduce effective financial control over the fortune of officials. In particular, they anticipate:

Establishment of the National Commission on Corruption Prevention, which will include the verification of employees’ declarations and their actual lifestyle.

Creation of a nationwide electronic system of property declarations of employees with free online access to it.

Significant strengthening of liability both for the submission of their own declarations by employees and for false information in them.

The rating is not virtuous of highly officials of Zhytomyr region, in which lifestyle exceeds official income:

2. Mykola Daisan, ex-deputy head of the Regional State Administration for 1 980 021,00 UAH. or 19 times, and according to the results of 2013 for 1 606 579,00 UAH. or 5 times;

3. Kizina Yaroslav Dmitrovich, head of the Regional State Administration for 684 734,00 UAH. or 11 times;

4. Oleshchenko Mykola Nikolaevich, ex-first deputy chairman of the Regional State Administration for 928 311 UAH. or 6 times;

5. or 6 times;

6. Leonchenko Natalia Petrovna, ex-deputy mayor / ex-secretary of the Zhytomyr City Council for 1 080 864,00 UAH. or 5 times;

7. or 4 times.

8. Kunitsky Viktor Henrykhovych, ex-deputy head of the Regional State Administration for 362 035,00 UAH. or 3 times;

9. Oleksandr Nikityuk, EXA – Deputy Chairman – Head of the Regional State Administration for 299 972,00 UAH. or 2.5 times;

10. Kudryashov Petro Yurievich, manager of affairs of the executive committee of the Zhytomyr City Council for 303 618,00 UAH or 2.5 times;

Does not exceed the lifestyle official income:

. However, he did not specify in the declaration of payment for the maintenance of property, so it is subject to incentives for financial obligations;

– at the deputy chairman of the Regional State Administration of Dmitry Yaroslav Dmitrovich – the actual lifestyle of Dolgikh Ya.D. is: 368 000,00 UAH, which is less than official income by UAH 320 106.00;

– in Tsymbalyuk Lyubov Vladimirovna, Secretary of Zhytomyr City Council – less than official income by 1 092 107, 00 UAH;

– at the first deputy mayor Sukhomlin Sergey Ivanovich – less than official income by 87 000,00 UAH.

The new power should be transparent

The coalition of monitoring public organizations of Ukraine reminds all representatives of the new government -officials, we are watching you closely! By law, your declarations should be available no later than 30 days from April 1 and contain only truthful information. Any noticeable discrepancy between the declared and real lifestyle will be known to everyone. We assure you in this!
