Regional analytical centers on the pulse system of administrative services in Ukraine

The press conference is organized by the Polissya Fund of International and Regional Research. The event was supported by the European Union.

The President of the Polissya Fund Gennady Maxak has presented a new project “Association of Regional Analytical Centers: A tool for improving management efficiency in the regions of Ukraine”.

According to him, the purpose of the project is to increase the analytical and organizational capacity of regional analytical centers in Ukraine by involving their representatives in monitoring and analyzing the quality of administrative services to the population of Ukraine by local authorities.

Mr. Gennady Maxak noted that this project is currently relevant because its purpose and content are directly related to the entry into force of the new Law of Ukraine “On Administrative Services” in the fall of 2012. By the end of 2012, all regions of Ukraine have created administrative services. The idea of ​​the project is to monitor their activities at the initial stage of functioning. This will evaluate how effective the new system of administrative services to the population of Ukraine is. Given the analytical nature of the project, it was decided to attract analytical centers at the stage of its planning, thus promoting their activities and increasing their analytical capacity.

The project envisages an increase in the awareness of representatives of analytical centers of Ukraine in the issues of monitoring and analysis of administrative services, assessment and improvement of quality of administrative services in the regions, for which the Association of Regional Analytical Centers of Ukraine will be created.

Project manager Maxim Koryavets stopped in more detail at the main stages of the project. He noted that the project structure contains 5 main parts.

Educational part (February – August 2013). Within this part, 15 representatives of analytical centers of Ukraine will be selected – 1 representative from each region. The selection will be made on the basis of applications. The selected applicants will take part in two three -day projects dedicated to the topic of the project. Specialists in the field of administrative services in the International Association of Regional Development Institutions (Uzhgorod, Ukraine) and Pasos (Prague, Czech Republic) will be involved in coaches. The first training will be held in Uzhgorod and will be devoted to covering the features of European administrative services and Ukrainian experience in this field. The second training will be held in Chernihiv. Its purpose will be to teach participants the main tools for monitoring and analyzing the quality of administrative services, taking into account the peculiarities of Ukrainian realities.

During the organizational part (September 2013), a constituent meeting will be held in Chernihiv to create an Association of Regional Analytical Centers.

The monitoring and analytical part of the project (October 2013-June 2014) provides a study of the process of functioning of the administrative services system in each of the target regions and the development of recommendations for improving the quality of administrative services.

Practical part (July – November 2014). During this stage of the project in each of the target regions, representatives of the analytical centers will conduct lobbying campaigns to implement the developed recommendations and evaluate their effectiveness.

As part of the final part (December 2014 – January 2015), the project is planned to publish and disseminate an analytical report on the results of monitoring the administrative services system in 15 target regions of Ukraine.

The purpose of the Association of Regional Analytical Centers: A tool for improving management efficiency in the regions of Ukraine, which is carried out by the Polissya Fund of International and Regional Studies with the support of the European Union, is to increase the analytical and organizational capacity of regional analytical centers in Ukraine through their involvement in monitoring.
