The 2012 Parliamentary Elections through the eyes of young people. The results of the youth monitoring of the election campaign in the Chernihiv region


December 25, 2012 at the Clean Policy Expert Club, located at Chernihiv, vul. Polubotok, 6-A, a press conference “Parliamentary Elections of 2012 through the eyes of young people” was held.

The Polissya Fund of International and Regional Studies organized the press conference. The event was supported by Nationalendowmentfordemocracy as part of the project “Promoting Youth in Election Observation”.

During the press conference, the Vice President of the Polissya Fund of the International and Regional Studies Yevgeny Romanenko emphasized the role and importance of the project “Promoting young people in the observation of elections” for young people of Chernihiv region. In particular, he noted that the project has found a youth analytical resource in the Chernihiv region and created the preconditions for more intensive involvement of young people from districts in the socio-political life of the Chernihiv region and the country as a whole.

Mr Romanenko noted that the project was implemented in three stages. The first stage – the preparatory – was aimed at developing the parameters of the project participants. The second stage – educational – involved the training of future political analysts. The third stage-information-analytical-during which prepared political analysts were able to use knowledge in practice, participating in the monitoring of the election process in the Chernihiv region.

Project manager Maxim Koryavets stopped in more detail on the implementation of the second and third stages.

Thus, the second stage involved three trainings for 25 youth representatives from districts and cities of Chernihiv region.

The first training “Fundamentals of writing information and analytical materials” aimed to raise the awareness of young people of Chernihiv region on the following topics: “Analytical journalism”, “Analytical material”, “Structure of analytical publication”, “Use of methods of situational analysis”.

The second training “Fundamentals of Monitoring of the electoral process” raised the theoretical awareness of participants on the topics: “Civil Society”, “Analytical Centers”, “Electoral Process. Structure of the electoral process “,” Objects and subjects of monitoring of the election process “,” Activities of the Central Election Commission “,” Activity of political forces and candidates. Forms of activity “,” Agitation campaign “,” Extramal methods of persuasion of the electorate. Administrative resource “,” Conflicts related to the election campaign “,” Information search. Sources of receiving information. “

The third training “Study of the political situation in Chernihiv” was conducted in order to increase the knowledge of young analysts on topics: “Political analysis”, “Political portrait of Chernihiv region”, “Structure of description of the political situation in the areas of Chernihiv”, “Analysis of created single -mandate districts in the Chernihiv region”, “Information.

At the end of the training part of the project, the Polissya Fund of International and Regional Studies created an electronic information and analytical resource “Polis” (http://polis.cn.ua/), which later became the basis for covering the results of this project and other information related to the election process in the territory of Chernihiv region.

According to the project manager, the results of the youth monitoring of elections, which lasted four months (from July 2012 to October 2012), was covered in four issues of the Information and Analytical Bulletin of the Polissya Week-Youth Subject Monitoring of 2012, each of which was information on the public.

The newsletter was distributed monthly by mailing to more than 200 e -mail addresses and by placing it on local media sites.

Maxim Koryavts also presented the analytical report “Parliamentary Elections of 2012 through the eyes of young people. Results of the 2012 Election Monitoring in the Chernihiv Oblast, which included information from the last four issues of the Polissya Week-Youth Monitoring of 2012 Election Monitoring, as well as summarized conclusions about the results of the 2012 Closing.

The project participant Olga Rizenko spoke about her impressions of participation in the observation of the 2012 election campaign and briefly described the results of her work.

In particular, she noted that the analytical work required a lot of efforts, as it included different spectrum of information collection methods that had to be used in a sufficiently short time: from monitoring the local press to the personal communication with the subjects of the electoral process. The situation was complicated by the activity of candidates from different constituencies in the city of Chernihiv (Olga Rizenko monitored in the territory of this administrative-territorial unit of Chernihiv region). However, Ms Rizenko noted that in general she had received positive impressions and useful knowledge of participation in the project.

The purpose of the project “Promoting Youth in Election Observation”, which is carried out by the Polissya Foundation for International and Regional Studies with the support of navationalendowmentfordemocracy, is to develop local democratic initiatives by attracting activists of the Chernihiv region youth public movement in the 2012 election campaign.
