Five regions of the country will monitor the results of local election legislation reform
Public experts will investigate the work of deputies of local councils and, on the basis of the results obtained, prepare their recommendations and proposals for national legislation.
In Volyn, Donetsk, Transcarpathian, Kherson and Chernihiv regions the project implementation begins “Year after elections: monitoring the results of the reform of the legislation of Ukraine on local elections”. In each region, the monitoring will cover three local councils (regional council, the city council of the regional center, the city council of the district center) of which, on the basis of a random sample, will be identified deputies – objects of research.
The period elapsed from the local elections makes it possible to evaluate the results of local election reform. This is especially true on the eve of the use of a mixed election system at the national level.
The key issues for which local elections were reformed – it is the need to provide representation of citizens of Ukraine in local self -government bodies, to combine the personal responsibility of deputies and the strong potential of political parties, so that local councils are able to solve urgent, current and current.
According to the results of the project, the compliance of the results of the 2010 local election reform will be evaluated. Also within the framework of the project it is planned to investigate how changes in the election system in the local elections influenced the level of implementation of the law “On the status of deputies of local councils”.
