Chernihiv Region Expert 2010


On February 2, 2011, the Polissya Fund of International and Regional Research has presented an expert survey “Chernihiv Region Expert 2010” at the expert club “Pure Policy”, which has been conducted annually since 2005.

According to the President of the Polissya Fund Gennady Maxaka, 80 representatives of the authorities, regional media, public organizations and political parties took part in this year’s survey. The study was conducted at the expense of the Polissya Fund’s own funds.
Analyzing changes in the socio-political situation in Chernihiv region, the head of the Analytical Department of the Polissya Fund Yevgeny Romanenko, noted that according to experts, the leading role in the formation of public sentiment in the Chernihiv region is played by the Center: central authorities, central authorities and political media leaders.
Local authorities in Chernihiv in 2010, as in previous years, continued to lose their trust. Interesting is the fact that the reputation of representative authorities is relatively greater than “losses”.
Only half of the experts noted the negative trends in the regional economy last year (for comparison: in 2009, 90.7% of respondents indicated the deterioration of the situation). At the same time, about every eighth expert is convinced of positive changes.
About 50% of respondents noted a significant restriction of freedom of speech (in 2009, only one tenth respondent indicated negative trends). In addition, one third of the experts noted the deterioration of the situation with the openness of information over the last two years. As a negative trend, a significant reduction in the transparency of decision -making by the local authorities: if in 2009 this fact noted 23.0% of experts, then last year – 33.8%. At the same time, respondents are mainly evaluated as stable in socio-political information in socio-political information.
According to experts, public organizations of Chernihiv region in 2010 were most effective with the following tasks: implementation of social programs (51.9%), protection of interests of individual population groups (61.3%) and control and monitoring of power (57.5%). The least effective efforts of the public sector were in the field of local economic development (74.7%). According to experts, no event, initiated by the public sector of last year, had wide public resonance.
The most popular sources of information are information publications on the Internet, local newspapers, local TV channels and local radio. The level of dependence of local media on the owners, local authorities and business structures remains consistently. Traditionally, the slightest impact on the media was made by NGOs.
Last year, it was distinguished by a significant strengthening of the positions of local political parties. Traditionally, regional political organizations were most influenced by local self -government bodies, local executive authorities and the media. NGOs remain the least dependent.
The Chernihiv Regional State Administration and the Chernihiv City Council have retained the rating of rating ratings on the rating of the survey, which was voiced by the Polissya Foundation Yuri Vdovenko.
For the second year in a row, “public opinion” remains the leader among public organizations.
The most authoritative media in Chernihiv region in 2010 was named the edition “Seven Days”.
