The city’s ecological strategy requires dramatic change


On May 28, a round table “Environmental Protection: Are Strategic Designs?” Was held at the Clean Policy Expert Club.

The expert discussion of the participants presented the results of monitoring of the program # 4 “Environmental Protection” of Chernihiv Development Strategy, as well as published data from the survey of the opinion of the residents of Chernihiv on assessing the level of satisfaction with the activities of city authorities in the field of protection and environmental protection.

The event was held in the framework of the joint project of the Polissya Fund of International and Regional Studies and the Initiative Educational Center “Chernihiv Development Strategy – the first results of the public through the public”, implemented with the support of the Denmark Ministry, which was provided through UNDP and Creative Center.

Deputy Mayor Oleksandr Serdyuk, head of the department of housing and communal services Vadim Antoshin, deputies of the Chernihiv city council Vitaliy Golets and Oleksandr Melnyk, CEO of Technova, Sergey Kravchenko, representatives of public organizations and media took part in the work of the round table.

The event was held within the framework of the joint project of the Polissya Fund of International and Regional Studies and the Initiative Educational Center “Chernihiv Development Strategy – the first results of the public through the public”, implemented with the support of the Denmark Ministry, which was provided through UNDP and Creative Center.

During the roundtable, the Vice President of the Polissya Fund of International and Regional Studies Yuriy Vdovenko presented the results of public monitoring of the program # 4 “Environmental Protection” Chernihiv Development Strategy. This section of the strategy consists of only 4 tasks in improving the environmental status of the city.

According to Mr Vdovenko, there is very little information in the open access to the tasks prescribed in the strategy. And the program itself does not have a methodology of evaluation and monitoring of its implementation. As in the previous sections of development strategies, current measures are often classified as strategic points.

During the event, the President of the Polissya Fund of International and Regional Studies Gennady Maxak presented data from the Chernihiv Public Opinion Survey by the method of reporting cards on the activities of the city authorities in the field of environmental protection.

The study showed that the Chernihivs generally assessed the authorities of the authorities on the state of the environment. About half of the inhabitants (44.3%) considers their results unsatisfactory; The situation with the condition of surface reservoirs is dissatisfied with more than 60%.

Only a third of the respondents are satisfactory to evaluate this area of ​​power. A clear positive estimate is given by about 10 %. The share of the environmental problems and the actions of the authorities to solve them is very small – about 5 %. This testifies to the relevance and importance of these problems for Chernihiv residents, interest in accelerating their solution.

During his speeches, Deputy Mayor Oleksandr Serdyuk and Housing Housing Vadim Antoshin told about the actions of the authorities in the field of improving the ecological status of the city.

Sergey Kravchenko, CEO of Technova, told about the work of the direction of reducing the harmful emissions of Chernihv TPP.

At the same time, representatives of NGOs present at the discussion made a number of critical remarks on the actions of the city authorities in the field of environmental protection. So the head of the Green World NGO Ivan Osadtsi noted that Chernihiv needs the development of a new ecological strategy of the European model. He was supported by the colleague and the head of the branch of the Green Party of Ukraine, Leonid Burkovsky, who pointed to the specific shortcomings of the city authorities in the field of environmental protection.

Therefore, the Environmental Protection Strategy of Chernihiv Development Strategy needs the greatest editing and improvement – the representatives of the public came together.
It is hoped that city authorities listen to public recommendations.
