Self -government bodies hear community proposals
On April 30, 2010, a round table was held at the Chernihiv Regional Council on the topic “Reforming the legislation of Ukraine on local elections in the interests of territorial communities”, in which representatives of the deputy corps of the region, territorial communities, political parties and public organizations, media, experts took part. Gennady Maxak was present from the Polissya Foundation in the West.
Opening the event, the chairman of the regional council Natalia Romanova, in particular, described the main shortcomings of the current electoral legislation and that achievements regarding the introduction of qualitative changes to it, which has already been developed by the recently established All-Ukrainian Association of Village and Town Highlands and the Ukrainian Panis. It is these proposals, as well as those that will be offered by the participants of the round table, that she emphasized that they will be introduced to the regular parliamentary hearings on the improvement of electoral legislation, which will take place in Kyiv on May 12 this year.
And most importantly, as the result was emphasized, all the proposals and remarks expressed have their rational weight and deserve attention on parliamentary hearings.
The President of the Polissya Fund of International and Regional Studies Gennady Maxak on the Round Table presented a network of reform support, the All -Ukrainian Public Initiative. In particular, he stressed that on April 16, the network published a statement of local elections, which indicated a number of proposals that should be taken into account when considering this issue in the Ukrainian Parliament. According to the head of the analytical center, the purpose of participation in the work of the round table is to lobby public proposals for the content of the finite resolution of the “round table”. At the same time, the draft resolution, for the most part, contained similar proposals that according to Gennady Maxaka, indicates a joint vision of the reform direction. Since the statement of the reform support network will also be published at the parliamentary hearings on May 12, the thoughts of thought can provide a more complete consideration of progressive reform proposals.
And the main thing is that almost all were uniform in the fact that the election lists should be formed on a territorial principle: each district should have its representatives in the regional council, and each village and settlement – in the district council. And it turns out that, for example, in the Korop District Council most deputies of the district center. The same in the regional council, where the bulk of the people’s deputies are residents of Chernihiv. The same, as the participants of the discussion sounded, should not be in the new legislation.
As a result, in the course of the discussion of the broken topic, the participants of the discussion rejected two painful extremes – a proportional system by closed party lists and majority. They agreed on the “golden middle”, which they argued in the resolution of today’s “round table”.
It expressed deep concern about the state of Ukrainian legislation on the protection of the rights of local representative bodies, elections to local councils and made a consolidated conclusion on the need to reform the legislation on local elections in our country.
The resolution contains an appeal to the people’s deputies, participants of parliamentary hearings on the topic “Reforming the legislation of Ukraine on local elections in the interests of territorial communities” must take into account the need to revise the legislation on local elections: the election system, the list of subjects of nomination of candidates in these elections, the procedure of election.
