Where the power leads Chernihiv will appreciate the community
On February 11, 2010, a press conference “Chernihiv development strategy-the first results of the eyes of the public” will be held at the Clear-Policy Press Club, which presented a new project of the Polissya Fund of International and Regional Research, which is implemented with the support of the Cunterpark Creative Center.
According to the President of the Polissya Fund and the project manager Gennady Maxaka, the project is aimed at increasing the level of transparency and accountability of the activities of local self -government bodies of Chernihiv and the introduction of effective mechanisms of public participation in the decision -making process. It is planned to achieve this goal by conducting public monitoring in Chernihiv city development strategies for 2007-2015 and compliance with decisions made by the Chernihiv City Council during 2007-2009 to implement its points. The project is implemented by the Polissya Fund jointly the Initiative Educational Center.
Mr Maksak also focused on the importance of the project and reminded that in 2007, thanks to the implementation of the Public Public Project in Chernihiv, the Chernihiv City Development Strategy for 2007-20015 was developed, which was approved by the decision of the city council of December 21, 2007. However, as practice shows, the approved document is not always executed, but rather vice versa. This is often due to the lack of funding, or a formal awarding of certain points of the plan. At the same time, independent public monitoring and evaluation of the implementation of the Chernihiv Development Strategy has never been conducted.
Pavel Pushchenko, the head of the Initiative Educational Center, spoke about the peculiarities of informing and involving the residents of Chernihiv in the process of assessing the city authorities of the city authorities. In particular, he reported that all project materials will be placed on the pages of the public information and analytical portal www.pik.cn.ua and sent to all Chernihiv media. “We hope that the editors of Chernihiv publications will understand this project and help to shoot this difficult, expert topic, but very important for understanding the direction of development of our city. We should show the residents where Chernihiv’s power drives.” – Pavel Pushchenko emphasized.
Yuri Vdovenko-Vice President of the Polissya Fund and the project expert reported about the mechanisms of developing practical expert public recommendations on improving the efficiency of implementation of the city development strategy for 2007-2015. According to him, during the project it is planned to hold five round tables to discuss specific areas of implementation of the Chernihiv Development Strategy. All interested parties will be involved in the work of round tables: city council officials, local politicians, public figures, experts and journalists. It is planned to make a list of recommendations for the city authorities, to more effectively implement the Chernihiv development strategy and to send these recommendations to the relevant local government leaders and utilities.
The participants of the press conference also reminded that this is not the first accomplice of the two organizations of the Polissya Fund of International and Regional Studies and the Initiative Educational Center.
