Electronic democracy is a project to be heard!
On October 16, Chernihiv visited the Executive Director of the Podilsky Regional Development Agency Oleg Levchenko with the presentation of the White Book on Electronic Democracy.
In domestic legislationThe concept of “e-democracy”as a direction of the state policy is defined as a form of social relations, in which citizens and organizations are involved in state formation and public administration, as well as in local self-government through the widespread use of information and communication technologies.
The main onepurposeimplementationE-DemocracyIt is possible to consider providing the most common and comfortable online access of Ukrainian citizens to the political aspect of state development. The inclusion of citizens and business in the political process and improving the transparency of its activities is one of the main steps towards creating a politically – certified society.
According to the wordsOleg Levchenko, Director of the Podilsky Regional Development Agency, Vinnitsa – the city from which he came – is one of the leaders in the e -government of Ukraine.
“E-Decomotia” White Ice of State Policy “is a scenario of development, a project for discussion. This document is the first step in communication between the state and civil society about what e -government should be
Oleg Levchenko:
–Public activity is the main component of the processstate control and government. We have to force the latter to interact with us. After all, the authorities think that when she received a mandate, she decides everything. It’s not.
Initially, the reforms cannot be done. How can you trust the reform when most do not know what will happen? The main thing is understanding how this “vest” is called “reform” will form my life. There is no unambiguous concept of reform is only good or bad, because in short -term and perspective reform is bad, because it is a loss, and in the long -term we have possible winnings. And these “possible winnings” are influenced by dozens of factors: war, elections, economic status, association agreement and others.
The main problemI am currently lack of interaction between those who generate these things and between those who are a direct user. If the kitchens do not understand and talk about reforms-reforms! Because this place, this window was occupied by populists, especially for elections. Populists replace the lack of communication between the power that is and us. This is the threat of the whole Maidan.
The roundtable participants who came to the presentation in the second stage of the meeting exchanged their impressions of the heard, and offered their comments and suggestions to the White Book, as well as open opportunities to involve public organizations and media in the development of e -democracy infrastructure.
