How to spend money learned by representatives of Chernihiv region


On April 26, a seminar “Financial Transparency of Territorial Communities” was held at the Chernihiv Choice press center. The participants of the event were accountants and financiers of the united territorial communities of Chernihiv region.

The training is organized by the International Center for Promising Studies (ICPD) with the financial support of the Netherlands Embassy in Ukraine. Information support is provided by the Polissya Fund of International and Regional Research.

According to the organizer, the purpose of the seminar is to increase the economic capacity of the united communities, which will allow to resolve the issues of local development more effectively, increase the level of competitiveness of territorial communities, combat corruption at the local level and ensure the welfare of the local population.

During the event, Tatiana Ovcharenko, expert on budget and management, said: “The budget system of Ukraine is the only one. Both the provisions of the Budget Code and the rules of budget execution are the same for all, including for the budgets of the united territorial communities. Therefore, you need to know how to apply these rules. At the same time, the formation of the budget of the united territorial community is something new to it. She needs to learn how to build relations with the state budget and with central authorities. “

The trainer also spoke about the peculiarities of drawing up, forming and executing the budget of the united territorial community. In her opinion, the financiers of the newly formed communities forget that the financing of community expenditures will take place at its expense, and therefore it is necessary to explain how to use these funds better.

The senior economist of the International Center for Perspective Research Vasyl Povoroznik spoke about the possibility of raising grant funds to the united territorial communities and has focused in detail on the issues of filling in applique forms of applications, the search for grants and investors.

In addition, experts spoke about the peculiarities of strengthening control over the use of local communities and preventing corruption.
