In Chernihiv, the results of the project “Civic dialogue – cooperation of self -government bodies of united territorial communities for development” were summarized, which was co -financed from the funds of the Program “Supporting Democracy” within the Polish Program of cooperation for the development of the Ministry of Foreign Affairs of the Republic of Poland. The project was implemented by the Polissya Fund of International and Regional Studies together with the Center for European Cooperation of the Republic of Poland.

The project participants were 24 persons from Ukraine, representatives of twelve united communities from Chernihiv and Kherson regions. Velikopanivska, Kochubeyevskaya, Vinogradovskaya, Grigorivska, Zelenopidskaya, Askania-Nova, Mrinsk, Desnyanskaya, Minsk, Ivanivska, Osterska, Losinovskaya, each of the twelve elected communities presented two participants.
Within seven months, the project organizers planned and implemented two three -day seminars and webinar for project participants. The purpose of the seminars was to transfer modern knowledge about the mechanisms of functioning and development of territorial units, as well as the methods and techniques of managing them in the conditions of dynamic socio-economic changes in the country and the world, which is undergoing globalization processes.
The seminars contributed to the formation of skills and provided expert support for the united Ukrainian communities in the field of new and expanded powers of local authorities, in particular in the field of education, health care and finances. Under the guidance of project experts, participants gained knowledge and immediately applied them in practice, completing their homework.
Community representatives have gained knowledge in the field of partial management, including the public service sector, cooperation with local interested parties and other self -government bodies, as well as delegation of tasks to non -governmental organizations. On the basis of the knowledge, tools and methods of works and methods of work, participants worked on the development of plans for management and development of their communities.
While working on the webinar platform, the participants worked out tasks aimed at expanding competencies and the ability to analyze the situation in the community, evaluate the importance of implementing certain changes, conducting SWOT analysis and further writing a socio-economic development plan, which was the ultimate goal of the project.
The final part of the project was a trip to Poland, which aimed at sharing experience, acquaintance with successful practices of neighbors and establishing relationships for possible further cooperation. During the visit, the participants got acquainted with the functioning and management in the medical industry of the Gmina Stshelin, the work of the municipal enterprise in water supply, the sewerage of the city of Dzerzhunov, with the work of the public sector of the city of Wroclaw and involvement of the community in solving problematic issues that interfere with the development of the city.
Each participating community has received its plan of socio-economic development of the community, which will serve the development of the community, and the experience gained during joint work will help to find the best practices. The results of the project will be useful not only to the direct participants of the project, but also to the participants of the final meeting, to the representatives of the newly created communities, in which the elections took place on October 29, 2017 and which began to work for the development of their own community.
