Invitation of the communities of the 4th cohort to submit applications for the competition of projects: “Public Initiatives for the Development of Territorial Communities”


NGO “Polissia Fund of International and Regional Research”, the executor of the “Voice of the Community in Local Self-Government”, which is implemented within the framework of the program “Decentralization brings better results and efficiency” (DOBRE) with the support Chernihiv region (Korop TG, Koryukivska TG, Losinovsk TG, Lyubetska TG, Minsk TG, Nizhyn TG, Novgorod-Siversk TG, Snovsk TG, Sosnitskaya TG, Tupichiv TG) to apply for participation in the competition “Public Initiatives for Development for Development.

The purpose of the competition:The intensification of residents of territorial communities and their involvement in decision -making, the implementation of community development initiatives – integral components of both strengthening the capacity of territorial communities and the success of decentralization reform as a whole.

During the partnership with the DOBRE program, local NGOs and initiative groups of citizens who have been trained have received consulting support and have become able to develop and implement various ideas that meet the needs of the community and have the potential to attract residents to solve topical issues. In 2018-2020, local NGOs and initiative groups performed projects that have emerged new public spaces for communication and creative projects, launched new practices: environmental initiatives, social services, new media for community, to attract duplications of territorial communities.

In 2021, the Competition “Public Initiatives for the Development of Territorial Communities” aims to support public organizations and initiative groups in the implementation of their projects to activate the residents of the territorial community, to promote and promote mechanisms of citizens’ participation in decision -making and include different groups of the population.

In the process of implementing these initiatives, performers will be able to improve their project skills and strengthen their organizational capacity.

The task of the competition– to intensify local public, charitable organizations, youth and initiative groups; To enable residents of territorial communities to take responsibility for the implementation of positive transformations in the community, to show specific and visible results of the cohesive work of residents.

Directions of Project Activity:The ideas of the projects should meet the priorities defined by the strategies of development of territorial communities, which in turn have been developed in conjunction with the DOBRE program and the relevant needs of residents of territorial communities. The preference will be prepared to those who will envisage the involvement of residents in solving local issues of territorial communities, the activation of those social groups that have been less active. Important elements of the projects should be the assessment of the needs for certain initiatives, the collegial and democratic decision on the project, the participation of residents in the planning and implementation of activities within such project.

Project activity may anticipate but not be limited to this:

  • Cohesion of the territorial community and activation of residents to resolve local issues;
  • Promotion of mechanisms available in the community of participation of citizens in decision -making;
  • Launching new social practices and services in the territorial community;
  • Environmental protection, development of environmental thinking and practices;
  • New media for the community (training + creation of media products);
  • Information and educational campaigns aimed at solving community problems;
  • Informal education for adults and young people;
  • Protection and promotion of human rights (including vulnerable groups);
  • Implementation of public control and monitoring of activities of local self -government bodies;
  • Establishing communication and interaction between the public and local self -government bodies.

Involvement of residents from different settlements of the territorial community in projected activities will be an advantage.

Applications can be submitted by registered local NGOs, initiative groups of residents of the territorial community, including youth public organizations or youth councils from the territorial partners of the DOBRE, 4 cohorts. Each applicant can submit more than one project, but support can be provided with only one pro -proposal.

The competition is also admitted to projects that will be implemented by several NGOs.

Submitted to the Contest Project Applicationscan’tThe purpose of improving the material and technical base of communal, state or private institutions, enterprises and organizations.

Budget Projects: The maximum amount of support for projects from one territorial community of the fourth cohort is an equivalent of $ 3,000. In the absence of high -quality applications that meet all criteria, a decision on non -financing any project from the community may be made. The applicant must provide his own contribution to the project of 10% of the total budget of the project. Own contribution can be in monetary and non -monetary form, provided by both local authorities and involved partners or sponsors or locals. The project allows administrative costs of no more than 30% (utilities, salaries of the project coordinator and accountant, bank expenditures, equipment for the office).

The project application does not require reconciliation with the local authorities. The letter of support from local self -government bodies is necessary only in the case of co -financing of the project or as a guarantee of the allocation of a premises or territory for the implementation of projected activities.

The duration of the projects is up to 3 months (September 1-November 30, 2021).

Selection of Projects: Project applications will be considered in 2 stages. The competition commission in the Chernihiv region, which will include representatives of the Polissya Fund of International and Regional Studies, the Public Association “Union of Initiatives of Chernihiv”, experts of partner organizations and software specialists of DOBRE, recommends the finalists. The final decision to support the projects is made by the responsible persons of the DOBRE central office.

Assessment Criteria:

  • Validity of the need for the project (0-5);
  • Compliance with the project of the community development strategy (0-3);
  • The number of people involved in the planning and implementation of the project (0-3);
  • Involvement in the realization of the project of residents of different settlements in the community (0-3);
  • Inclusivity decision on the project (0-3);
  • Specific expected results of the implementation of the project (0-3);
  • Long-term influence of the results of the project on the development of the territorial community (0-3);
  • The potential of the projected team (0-3);
  • Realistic work plan (0-3);
  • Rational use of funds (0-3);
  • Previous experience of introducing public initiatives (0-3);
  • The ability of an organization or initiative group – ARC score;
  • The use of existing mechanisms of citizens’ participation will be an advantage (up to 3 points).
