Experts discussed the most pressing problems of the election campaign in Chernihiv region
Representatives from the public, authorities and expert environment on September 25, participated in the discussion of the Election Campaign and Preparation of the Region for Voting Day, organized by the Discussion Club “Expert Thought”, the Opora Civic Network, as well as the regional partner – the Polissya Foundation.
Among the most acute problems of the current campaign are not a violation of the electoral legislation, which, according to those present, will not significantly affect the results of the will of the residents of Chernihiv. The procedure for voting of military and forced displaced persons, financing the election process from a special fund – issues that the participants of the event were recognized as priority.
Valery Belooki, Head of Administration of the State Register of Voters of Chernihiv Regional State Administration, informed about the process of verifying voter data and the voting procedure at the changed voting place. Yes, the legislation gives the voter to temporarily change the location of voting without changing the election address. To do this, you should apply with a written statement to the department of keeping the State Register of Voters at the place of registration or at the place of stay on the day of voting. In Chernihiv, in addition to the passport and the statement, the voter must provide a document confirming the need to change the voting. This can be a work certificate, business trip order or other documents. In the case of temporary displaced persons, the most urgent, obviously, will be a document on ownership of housing.
By the way, Irina Kotsyuba, who was recently forced to leave Luhansk, judging from her own experience, assures that the displaced persons are forced to exercise various rights mostly communicate with volunteer organizations, not by local authorities. According to the speaker, the protruding, an active information campaign to promote the voting procedure, which may be used by forced displaced persons, is urgently needed.
In their turn, representatives from the authorities will resist the fair course of the electoral process and promise to provide equal opportunities for voters of Chernihiv region.
An experienced member of the election commission No. 205, Serhiy Solomakh, focused on the fact that it is impossible to ensure the course of the election process within the time limits established by law, given that the financing was started only a few days ago, and the funds themselves will come from the special fund.
In general, the discussion was dominated by the opinion that the violation of electoral legislation would not be a key problem with this election campaign. Monitoring of procedures not only during the election process, but also on the day of voting requires more attention.
