A mini-referendum was arranged in Lutsk

For Lutsk Mayor Mykola Romanyuk, representatives of the public, having held a mini-referendum, prepared proposals for the possibility and feasibility of increasing the number of kindergartens in the city.

The event took place on July 10 as part of a discussion testTownHallMeeting(Community meeting) as a form of citizens’ participation in the local level.

The essence of the format is that community representatives, dividing into several groups of 10 people, discussed socially important issues. Then – they voted for one or another idea.

According to the organizer of the event – the chairman of the Center for Political Analysis and Electoral Consulting of the Once, this format of discussions is used in the United States. In Ukraine, similar mini-referendums are an experiment that, however, can become a further instrument of public and government interaction.

The participants were offered to discuss the possibility of eliminating from office in the order of holding a local referendum of the village, settlement and mayor, deputies of local councils, as well as the possibility and need to expand the network of preschool educational institutions in the city of Lutsk.

Proposals on the law on local referendums in generalized form will come to the Committee on State Construction and Local Self -Government of the Verkhovna Rada. Ideas for kindergartens – to the city council and the mayor.

“After the elections, when the passions are dull, you can try to discuss in a similar format a real problem that is concerned about the public. It was a experiment so far, ”said Okhod.

According to the expert of the laboratory of legislative initiatives Denis Chernikov, the advantage of such a discussion over public hearings is that the authorities are not opposed to the public, the discussion is conducted in small groups and everyone can speak.

Language experiments have already taken place in Kyiv and Kherson, in the queue – Donetsk and Chernihiv.
