Analysts went to school in the summer as part of the Polissya Fund project


At the end of June and early July, the Polissya Fund of International and Regional Studies held a four -day summer school for representatives of the Association of Regional Analytical Centers (Arats) in Odesa. During the events, not only current design issues were resolved, but also training sessions were conducted.

Within the framework of the project “Regional Policy in Ukraine: Public Monitoring of Regional Development Strategies”, current work issues were considered: the state of performance of technical tasks, as well as preparation for the implementation of the next project stage.

The next one was presented a draft research of economic reforms in the regions of Ukraine. Yes, the expert of the fundTatiana ZosimenkoShe voiced the methodology of the study of the dynamics of economic reforms in the regions of Ukraine in the context of European integration, which was developed by specialists of Chernihiv National Technological University. In turn, Arats members worked out the method of calculating statistical indicators and their normalization.

The third day began with a debate on decentralization. Yes, the consultant of the German Society of International CooperationYuri Vdovenkoconducted a brief lecture on community decentralization and development reforms. In their turn, almost all members of Arats noted that the community does not understand the essence of the reform in connection with the lack of information, and the authorities demonstrate the categoricality and lack of desire for its implementation.

In this context, a school participantOleg LevchenkoHe identified four basic fears of the population concerning reform. In his opinion, it is: provision of services, educational and medical reformatting, availability of jobs. In addition, Mr. Levchenko expressed the opinion that the local authorities deliberately inhibit the process of community formation, as he does not see his place in it.

Victor KozorizFor his part, he noted that the reformers hurried to the deadline. The speaker also believes that village councils do not support reform because of communication problems with the central government.

Kherson representativeVladimir KorobovHe noted that there are two important nuances in the Kherson region that need to pay attention to: transport and economic basis. The expert believes that in his region it is necessary to reform on a network basis of economic relations.

At the end of the work day representative of AratsLove rolledShe made a practical training in which everyone attendees took part. The purpose of this activity was to achieve an understanding of the logic of community unification and, in general, work in the team.

On the last day, Arats members discussed the communication strategy for the development of the analytical centers network presentedOlga Gridneva. In turn,Irina SidorenkoConducted a training in the methodology of calculating the infrastructure index of the regions.
