Announcement of the selection of project participants
About the project:
The project aims to support the self -government of the united territorial communities in the process of implementing decentralization reform in Ukraine. It envisages the formation of the skills of local self-government employees in the field of planning and organization of administrative services in the municipal, education and medicine sector, as well as planning of monitoring of finance in MLAs by: inpatient courses in Ukraine, webinar and consultations of experts on-Line, as well as a study visit.
In the course of the project, the participants – representatives of the united communities with the help of Ukrainian and Polish experts will develop development plans and management for their communities with a special emphasis on the provision of administrative services.
Project implementation time: May-November 2017
Project addresses:
The direct measures of the project are aimed at Ukrainian employees of the self -government project, representatives of 12 united communities facing the social, economic and administrative challenges arising from the association. The project will cover 2 areas:Kherson and Chernihiv. Each area is planned to choose from 6 communities, from which 2 persons responsible for planning and/ or public service management will take part: education/ health care/ utility sector.
Activity within the project:
1. Practical seminars and webinar for participants:
Implementation of two three -day seminars and webinar for 24 project participants. The purpose of the seminars will be the transfer to participants of modern knowledge about the mechanisms of functioning and development of territorial units, as well as the methods and techniques of managing them in the conditions of dynamic socio-economic changes in the world undergoing globalization processes.
Seminars will facilitate the formation of skills and provide expert support for the united Ukrainian communities in the field of new and expanded powers of local authorities, in particular in the field of education, health care and finances of local self -government.
Participants will acquire knowledge of the scope of the partial management of the self -government body, in particular the public services sector, cooperation with local interested parties and other self -government bodies, as well as delegation of tasks to non -governmental organizations. On the basis of the knowledge, tools and methods of works and methods of work, participants will work to develop plans for management and development of their communities.
2. Preparation in online – Webinar and expert consultations.
Webinar will take place between the inpatient training, during which the methodological bases of work on the development plan will be discussed in detail. In conclusion, the participants will receive the task to complete – developing part of the plan. In the process of working on the task as well as in the later stages, a support system in the form of consultation online and the possibility of meeting with the expert will be provided.
3 Learning Visit:
A weekly visit to Poland will be organized for 12 people who are active participants in seminars. A study visit to Poland will have the character of an in -depth study of the Polish experience in the field of development and management in the OMS. A special emphasis will be placed on the public service sector, local health service, education and utilities. In addition, participants will get acquainted with the benefits of local development strategies, which are developed and introduced with the involvement of citizens. The visit will be prepared and made in the context of opportunities for Ukraine arising from Polish self -government reforms and experience. During the study visit, participants will be able to compare the development plans with the experience of Polish communes, as well as discuss certain issues concerning the model of management and development with Polish experts.

Employees of local self -government bodies of united communities who want to participate in the project to support the development of their community should fill in a shortquestionnaireBy 05.06.2017. Two information meetings will be held for all interested. One meeting will take place in Chernihiv on 09.06.2017, the second in Kherson 12.06.2017.
