Chernihiv experts: “The city development strategy is performed by 50 % of the planned”
On March 31, a “round table” was held in the press club “Clean Policy”, the second of the 5 planned public measures to discuss the implementation of the Chernihiv Development Strategy for 2007-2015. This time the participants discussed the topic “Further development of the city’s infrastructure”, which is the second structural section of the strategy. The event was attended by representatives of the Polissya Fund of International and Regional Studies Yuri Vdovenko and Maxim Koryavets, Head of the Chernihiv Educational Center “Initiative” Pavel Pushchenko, media and public representatives.
During the roundtable, the results of the public monitoring of the implementation of the software complex of the strategy in the direction of infrastructure development, as well as published data of the survey of the opinion of the residents of Chernihiv on assessing the level of satisfaction with the activity of city authorities in certain areas.
Opening the roundtable meeting, the head of the Chernihiv Educational Center “Initiative” Pavel Pushchenko reminded that the task of a joint project of Chernihiv public organizations of the Polissya Fund and the Initiative Center is public monitoring of efficiency of implementation “Chernihiv Development Strategy for 2007 – 2015”. and making recommendations for the authorities to improve the strategy.
According to the Vice President of the Polissya Fund of International and Regional Studies Yuri Vdovenko, the second program of the development of the city, which was conducted, touches on every resident of the city, since the strategic goal of this area is to provide the population with quality housing and communal services and quality transportation.
According to a public expert, the task in this paragraph of the program is painted through measures that are actually impossible to evaluate. “It comes to the fact that the production of design estimates and the development of a certain program is a strategic task, although in reality it can only be attributed to the tools of strategic goal,” Mr Vdovenko said.
Therefore, public recommendations of the Chernihiv city authorities on the more effective implementation of the city development strategy are reduced to the need to revise, refine and correct the tasks of the strategy prescribed in the second component, the clearer outline of the executors of these tasks and the evaluation methodology.
Summing up his speech, Yuri Vdovenko said that like the previous item of the city development strategy, it is implemented today by the city authorities by 50 % of the planned indicators.
The representative of the Polissya Fund of International and Regional Studies Maxim Koryavets presented a report on the results of a poll of public opinion of residents of Chernihiv by the method of reporting cards on the topic of assessment of city authorities in various fields.
The survey showed that almost half of the city’s residents evaluate the economic activity of the authorities as unsatisfactory. First of all, it concerns the conditions for attracting investments and promoting business development. About a third of Chernihiv consider the activities of the authorities satisfactory – both in the economy as a whole and in its individual directions. The most noticeable steps of the authorities in the development of tourism – 15.2 % of respondents are fully satisfied. Much of the inhabitants – 8 % do not consider themselves to be aware of the economic activity of the authorities as a whole and more than 20 % – in certain industries.
As the survey showed, the situation in the housing and economic sphere is more ambiguous. Yes, almost half of the respondents (44.5) consider the activities of the authorities in this area unsatisfactory. The worst Chernihivs evaluate the development of road infrastructure – two -thirds of the population are dissatisfied with the work of the city leadership in this direction. Almost the same assessment of residents of the authorities to improve the condition of residential buildings – 54.3 % consider them unsatisfactory.
In some matters, the opinions of the respondents diverge in opposite directions: almost the same proportion of satisfied and dissatisfied with improving the quality of drinking water in the city. Obviously, it depends on the area of residence of the respondents. The most positive is the assessment of residents of the authorities to improve water and heat supply, energy supply, and the provision of transport services. About 10 – 15 %are dissatisfied with these issues.
