Civic dialogue – cooperation of local self -government bodies of united territorial communities for development. The second seminar.


On August 21-23, 2017, the second seminar of the project “Civic Dialogue-Cooperation of Local Self-Government Bodies of United Territorial Communities for Development” was held.

Yuri Vdovenko, a Ukrainian project expert, considered together with the participants the basics of the economy of the public sector, starting from the basics and analyzing the situation in each community in particular. The participants together determined how to organize the filling of the budget and what segments should be paid to each case.

Together with the Polish trainer, Tomasha Chubari dismantled homework, which concerned the collection of information necessary for writing a quality plan of socio-economic development. They also analyzed the process of budgeting and many years of financial forecasting of local self -government bodies in Poland and compared these processes with Ukrainian. The peculiarities of legal bases, procedures, methods and tools of financial prognosis have paid special attention. According to Tomasha Chubara: “Planning is an important tool that must be stable.”

Each community presented its work, received recommendations and was able to simply make some necessary changes to their document on the spot. The participants of the seminar also figured out where to take funds for financing investment projects.

The project is ongoing, the participants will be able to obtain expert advice and finally refine the plans of socio-economic development of communities, which will contribute to the economic growth of communities and will answer the problematic and topical issues that face Chernihiv and Kherson regions.
