Expert Poll “Ukraine Expert 2015”


The central media (59.5%), the Verkhovna Rada of Ukraine (35.0%) and Petro Poroshenko Bloc (Solidarity “(30.9%) had the greatest influence on the formation of public opinion in Ukraine during 2015. The political force “People’s Front” (47.0%), local centers of political parties (24.1%) and the Presidential Administration of Ukraine (16.5%) were in no way influenced the mass consciousness.

The survey was conducted in order to form an objective idea of ​​the state of development of Ukrainian society and to identify possible ways of improving the socio-economic development of Ukraine. Therefore, as respondents (an alphabetical list of 248 experts with regional binding is available in the report) in sociological research were politically and socially active citizens who consciously influence the formation of general public opinion: representatives of regional media, public authorities, local self -government, and local governments.

Selection of representatives of the executive authorities was carried out on the principle of representation among them the heads of various departments and specialists who, because of their official duties, communicate with representatives of public organizations, political parties and the media. Selection of representatives of political parties was carried out in such a way that among them were both power and opposition, and representatives of public organizations – different profile of activity. Representatives of the media were selected on the principle of representation of both communal and private publications, regardless of political orientation.

The level of awareness of regional experts on various aspects of political and public life of the regions made it possible for organizers to study the evaluation judgments of leaders of public opinion in 24 regions of Ukraine on certain aspects of development on the editorial policy and objectivity of regional media, as well as the level of involvement of political parties in the process of forming regional policy.

In particular, during 2015, the economic sphere underwent the biggest negative changes. This opinion is given to 57.9% of respondents. Positive trends were observed in the field of public control over the actions of local authorities (57%) and transparency of making decisions (37.8%).

Also, during a national expert survey, it turned out that the leader among the media, which were the main source of information about political events both on the national (83.6%) and at the regional (82.4%) level, there were information publications on the Internet. Social networks – 71.4% and 71.8%, respectively. Such trends are obviously explained by the high level (89.2%) of the dependence of the media on their owners.

Next year, it is planned to expand the range of experts and show trends in the processes under study.
