How to raise funds to pay for a utility less
The research conducted by Pilkington Building Products among private and apartment buildings in the UK showed that more than half of the respondents tend to pay more than high -level real estate. Half of the respondents already saves energy, and one third states that it is ready to introduce innovations that can increase the energy efficiency of their homes.
The main reason for interest in investment in energy -saving technologies is the economic indicators of home receiving costs: such investments give a significant reduction in the paid accounts. Every year, more and more people want to live in homes that also use natural energy sources. Increasingly, when performing construction work, consumers turn to specialists capable of making a project of a house that does not need to be heated in the winter season and cooled in the summer.
According to our neighbors from Poland, they were late in the field of energy saving for 15 years, when it comes to the mentality and level of education, education of architects, builders, consumer education and government. According to Polish experts, Poland does not have an understanding of the global dimension of energy savings, and few people know that in the country, almost 40% of energy is using a housing stock.
Compared to Poland, Ukraine spends 1 square meter. m twice as much energy resources. Therefore, it is urgent to increase the level of education and consciousness in making decisions on raising energy efficiency in your own home.
Subsidies are a significant obstacle to the introduction of energy efficient technologies. After all, they cover people’s expenditures on the energy resources used at the expense of the budget. These are not “living money” that a person pays from his own pocket, but a virtual substance that the consumer does not feel, and perceives it for proper. The information meetings conducted by the Opora Civic Network have demonstrated that the current situation is unacceptable, but mutually beneficial for both consumers and monopolists. Some receive support from the state, while others are profitable.
According to the Minregion,The amount of funds in the state budget for subsidies is increasing annually. Last year, this amount was UAH 17 billion. This year, this figure is already UAH 35 billion. But this is not a limit, because consumers are two more years to the actual increase in the price of energy resources to the level of economically reasonable.
The use of targeted assistance for those households that really need it could encourage residents to introduce energy -reserving technologies and a significant reduction in payments. This requires a change in the culture of consumption, acquaintance with the best practices and forming an understanding of one’s own responsibility for what is happening in the field of housing and communal services.
Such capabilities open up the creation of condominiums and use the funds of the State Energy Efficiency Program.
The state program is also joined by regional. In Chernihiv, January 29, 2016 was acceptedThe program “Refunds of loans obtained by condominiums, housing and communal services for the implementation of energy conservation measures in the housing stock of Chernihiv for 2016-2019”, the purpose of which was to create an effective mechanism for stimulating the implementation of energy-saving measures in everyday life by reimbursement from the city budget of the SUMB on loans.
This made more accessible loans to the city’s high -rise buildings, which will help to create condominiums, mass implementation of energy -saving measures in everyday life, and in the end will lead to a decrease in energy consumption, the costs of the population to pay for them and improve the city’s ecology.
40% of the body of the loan will be compensated from the city budget, but this amount may not exceed 14 thousand UAH per apartment. What exactly the funds are allocated:
- arrangement of individual heat points (ITP);
- installation of heat flow regulators under weather conditions and appropriate additional equipment;
- installation of water metering units (hot and cold) and heat energy and appropriate additional equipment;
- replacement of windows with energy efficient with two -chamber energy -efficient windows (with energy -saving glass) for public areas (entrances, basements, technical premises, attic);
- carrying out works on thermal insulation of external walls, basements, attics, roofs and foundations;
- Modernization of public lighting systems (including replacement of wiring, lamps and cartridges thereto, installation of circuit breakers).
Not everyone has realized the benefits of condominiums and poorly understand the difference between the merger and, for example, a management company. Examples of successful practices are the best textbook for realizing that its own responsibility gives broad powers and opportunities to reduce payments, increase economic growth and improve comfort, quality and environmental friendliness.
