In Chernihiv, 15 representatives of regional analytical organizations studied monitoring of administrative services centers (CNAP)
Another training session within the framework of the project “Association of Regional Analytical Centers: A tool for improving management efficiency in the regions of Ukraine” took place on July 22-24, 2013. in the premises of the Recreation Complex “Ranch-Club” (Chernihiv). The project is implemented by the Polissya Fund of International and Regional Research in Partnership with the International Association of Mirr Regional Development Institutions and the Analytical Centers for Open Society (PASOS) with the support of the European Union.
The purpose of the training was to develop a set of quality standards and monitoring systems for the provision of administrative services in Ukraine. The main task The training was the systematization of qualitative standards of international practices, as well as schemes (methodology, algorithm) monitoring the administrative services system in Ukraine. Representatives of regional analytical centers from 15 regions of Ukraine took part in the training.
The training was organized by the Polissya Fund of International and Regional Studies. The coaches were Ukrainian and European specialists in the field of public services. European experts are representatives of Innovation and Development of Local Self -Government (LGID, Hungary), which is a member of the Association of Analytical Centers for Open Society (PASOS, Czech Republic), namely: Hashpar Matyash (LGID expert) and Tewanni Schydi Annamaria (LGID). The Ukrainian coaching group was represented by: Oleg Luksha (consultant of the Association of Cities of Ukraine, Member of the Board of the Association of Agency of Regional Development of Ukraine) and Natalia Nos (President of the International Association of Mirr Regional Development Institutions).
Also, representatives of the management organizations in the framework of this project were present at the training:
– from the Association of Analytical Centers for Open Society (PASOS) – Jeff Lovitt (PASOS Executive Director) and Alfredo Azula (PASOS communications manager);
– from the International Association of Mirr Regional Development Institutions – Vadim Pylypenko (Director of Mirr).
During the training session, the participants summarized the results of the 1st training session in Uzhgorod, discussed the role of NGO in the development and functioning of administrative services centers, analyzed the requirements of clients / citizens for the quality CNAP monitoring conditions according to consumer requirements. In general, during the training, participants got acquainted with the basics of PCNAP monitoring in Ukrainian realities. Representatives of 15 regional analytical centers also had a familiar visit to the Center for Administrative Services of Chernihiv. Natalia Petrovna, Head of Administrative Services Department, told the participants of the visit to the organizational and functional support of the Chernihiv Center for Administrative Services, the main characteristics of administrative services provided by the Center, as well as statistical indicators of administrative services provided for the period of the Center for Administrative Services in Chernihiv.
This event became the second step on the way to reach the main purpose of the project “Association of Regional Analytical Centers: A tool for improving management efficiency in the regions of Ukraine”- Increasing the analytical and organizational capacity of regional analytical centers in Ukraine by involving them in monitoring and analyzing the quality of administrative services to the population of Ukraine. The training marked the completion of the training part of the project. And at the end of September 2013 it is planned to create Association of Regional Analytical Centers, which in the future will monitor the activities of administrative services in 15 regions of Ukraine (Vinnytsia, Lutsk, Dnipropetrovsk, Donetsk, Kyiv, Crimean, Lugansk, Mykolaiv, Poltava, Rivne, Kharkiv, Kherson, Cherkasy Chernivtsi and Odessa).
It is planned that the association will include the following analytical organizations – participants of the training part of the project: NGO Podilskyi Regional Development Agency, Lutsk City Organization “Center for Political Analysis and Electoral Consulting”, Dnipropetrovsk Regional Non-Governmental Organization “Dnipropetrovsk Coordination and Expert Center for Regulatory Policy”, Association of Public Organizations “Socio-Economic Strateners and Partnership – European Initiatives “Bakhchisarai Strategy”, NGO “Agency of Sustainable Development of Lugansk Region”, NGO “Center for Analytical Research”, Poltava Regional Public Organization “Analytical Center of the Bureau of Economic and Social Research”, School of Political Analytics “Polis”, Kharkiv Regional Public Organization of the Fund Democrat. “Strategic Research Agency” (ASD), Chernivtsi Regional Non -Governmental Organization “Bukovyna Regional Development Agency”, NGO “Promoting Intercultural Cooperation”.
