In seven cities, the situation in the field of administrative services is improved – the results of the campaign of the Association of Regional Analytical Centers


On March 26, a press conference “Activities of Administrative Services Centers in Ukraine: Results of the Public Campaign on Improving the Administrative Services System” was held at the Discussion Club “Expert Thought”. The event was conducted by the Polissya Fund of International and Regional Research within the framework of the project “Improving the administrative services system in Ukraine through the intensification of analytical NGOs” with the support of National Endowment for Democracy (NED).

During the press conference, a presentation of the results of the analysis of the work of administrative services “Administrative Services in Ukraine: View from Regions”, executed by the Association of Regional Analytical Centers in 14 Regions of Ukraine, as well as the results of the lobbying campaign for implementation of the Targets for Improving the Quality of the CNAP and Improvement of the CNAP and Improvement of the CNAP and Improvement of the CNAP Projects were announced.

“This event is the final as part of a major two -year initiative, which was supported by the European Union,” said Olga Ryn, a representative of the Polissya Fund of International and Regional Research. – 2 years ago the Association of Regional Analytical Centers was established, which, at that time, included representatives of 14 cities of Ukraine: Vinnytsia, Dnipropetrovsk, Donetsk, Kiev, Lugansk, Lutsk, Mykolaiv, Odessa, Poltava, Rivne, Kharkiv, Kherson, Cherkasy and Chernivtsi. The task of these analytical centers was to analyze the quality of services that provided CNAPs in their cities. In turn, the project “Improving the system of administrative services in Ukraine through the intensification of analytical public organizations” is to conduct a lobbying campaign to implement the work done, ” – said Ms. Olga.

Maxim Koryavets presented 2 main blocks that were part of the study scheme: the results of a survey of visitors to the CNAPs in 14 regional centers of Ukraine and the summarized results of expert evaluation of their activities.

Yes, the speaker noted that most people learn about CNAPs, first of all, from friends, relatives and acquaintances, regularly visited the centers of legal entities, and about 80% of all visitors, that is, both legal entities and individuals, find the necessary information or receive services immediately. In this case, half of the citizens manage to do so by avoiding even small queues. In most cases, one and 30 minutes take one and 30 minutes. In general, citizens note improving the provision of services after opening such centers, as well as reducing the corruption component due to lack of contact with the authorities, and remain satisfied with the culture of service, the competence of specialists and the promptness of their work.

In the rating of the CNAP, according to the developed methodology, the first places are occupied by Vinnitsa, Kharkiv and Lutsk. The last place is in Donetsk, but such results are conditioned by the situation in the region.

The practical importance of the results obtained by the organizers see that on the basis of the recommendations obtained by the authorities from experts, today in 7 cities the recommendations have been developed in 7 cities. In particular, in Kryvyi Rih, Poltava, Rivne, Kharkiv, Kherson, Cherkasy, Chernivtsi.

The study was not conducted in Chernihiv to preserve the objectivity of the study, because the methodology was developed by a local organization, Olga Ryn said, adding that all regions of Ukraine were involved in the further work of the Association of Regional Analytical Centers in other areas of research.

The event was held within the framework of the project “Improving the administrative services system in Ukraine through the intensification of analytical NGOs”, which is carried out by the Polissya Fund of International and Regional Studies in Partnership with the Association of Regional Analytical Centers with the support of National Endowment for Democracy (NED).
