In Uzhgorod, they have taken experience in the field of administrative services
On May 6-8, 2013 in Uzhgorod (Transcarpathian region), the first training session was held in the conference hall of the Hotel “Flying Dutchman” within the framework of the project “Association of Regional Analytical Centers: A tool for improving management efficiency in the regions of Ukraine”. The project is carried out by the Polissya Fund of International and Regional Research in Partnership with the International Association of Mirr Regional Development Institutions and the Analytical Centers for Open Society (PASOS) with the support of the European Union.
The training was devoted to the issue of administrative services in Ukraine and the European Union. During the training, participants got acquainted with the peculiarities of European administrative services and Ukrainian experience in this field. Specialists in the field of administrative services in the International Association of Regional Development Institutions (Uzhgorod, Ukraine) and PASOS (Prague, Czech Republic) were involved as coaches. Representatives of regional analytical centers from 15 regions of Ukraine took part in the training.
The International Mirr Regional Development Institutions were organized by the Training. The coaches were Ukrainian and European specialists in the field of public services. Representatives of Local Governance Innovation & Development Ltd. were shared by European public services experience in the field of public services. (LGID), which is a member of the Analytical Centers Association for Open Society (PASOS), namely: Gabor Peter (LGID CEO) and Annmaria Tevann (LGID).
The Ukrainian coaching group was represented by: Oleg Luksh (consultant of the Association of Cities of Ukraine, Member of the Board of the Association of Agency of Regional Development of Ukraine), Natalia Nos (President of the International Association Director of the Transcarpathian Regional Branch of the Association of Cities of Ukraine).
During the training session, participants had the opportunity to familiarize themselves with the current situation and basic legislative and regulatory acts in the field of administrative services in Ukraine, to consider problems and prospects of development of the sphere of administrative (public) services in Ukraine, to find out about foreign experience in providing administrative services (including the methodology for the creation of centers of provision of services and the use problems of providing quality administrative services.
In addition, representatives of regional analytical centers had a familiar visit to the Center for Administrative Services of Uzhgorod City Council, where they were able to communicate with representatives of local self -government, who are directly involved in the formation of the Uzhgorod Center for Public Services.
This training was the first step towards achieving the main purpose of the project “Association of Regional Analytical Centers: A tool for improving management efficiency in the regions of Ukraine” – improving the analytical and organizational capacity of regional analytical centers in Ukraine by involving them in monitoring and analyzing the quality of administrative services to the population of Ukraine.
The second training in this project, aimed at mastering the methodology and basic tools for monitoring and analyzing the quality of administrative services in Ukraine, will be conducted in Chernihiv in July 2013.
After completion of the training part of the project, the Association of Regional Analytical Centers will be established, which will monitor the activities of administrative services in 15 regions of Ukraine (Vinnytsia, Lutsk, Dnipropetrovsk, Donetsk, Kyiv, Crimean, Luhansk, Mykolaiv, Poltava, Rivne, Kharkiv, Kharkiv, Kharkiv, Kharkiv, Kharkiv, Kharkiv, Kharkiv, Kharkiv, Kharkiv.
It is planned that the association will include the following analytical organizations-participants of the project part of the project: NGO “Podilsky Agency of Regional Development”, Lutsk City Non-Governmental Organization “Center Strategy and Partnership, NGO “Laboratory of Studies of the Tax Code”, the Center of Eastern European Initiatives “Bakhchisarai Strategy”, the NGO “Agency of Sustainable Development Local Democracy Fund, Center for Research of the South Ukrainian Border, NGO “Strategic Studies Agency” (ASD), Chernivtsi Regional Non -Governmental Organization “Bukovyna Regional Development Agency”, NGO “Assistance to Intercultural Cooperation”.
