Increasing the efficiency of Ukrainian parliamentarism


An expert discussion on “Improving the efficiency of Ukrainian parliamentarism” was held at the Chernihiv Expert Club “Pure Policy”. The Laboratory of Legislative Initiatives and the Westminster Foundation for Democracy conducted a presentation of a study conducted in the framework of the project “Improving the efficiency of Ukrainian parliamentarism”. Similar events have been held in seven regions of Ukraine. The local partner in the Chernihiv region is the Analytical Center of the Polissya Fund of International and Regional Research.
The main purpose of the project is to realize the efficiency of Ukrainian parliamentarism. In order to achieve it, the project envisages the main shortcomings in the functioning of the Verkhovna Rada and to develop system proposals for their elimination. In addition, the implementation of the goals of the project involves the widely as possible coverage of the current problems of the system of Ukrainian parliamentarism and the possibilities of their elimination through the media and expert discussions.

Olena Chebanenko, Program Coordinator of the Political Analysis of Legislative Initiatives Laboratory: “The main difference between this project and the previous ones is that we not only analyze problems, but also offer ways to solve them. First, problems are discussed, investigated and summarized in the so -called” Green Book. ” Thus, there is a narrowing of the problems and the nomination of certain alternatives to their solution.

Denis Kovryzhenko, Director of Legal Initiatives Laboratory Laboratory presented the project and outlined its main points: “The presented research includes an analysis of the available problems and ways to solve them on the following issues: status of the People’s Deputy of Ukraine, the control functions of the parliament, the participation of the public in the legislative process and the reform of the Verkhovna Rada.

After the presentation, round table participants: Chernihiv authorities, political forces and experts expressed their thoughts on the effectiveness of Ukrainian parliamentarism.

Yuriy Papernya Chernihiv Monitor project has noted that the greatest mystery to voters is: how many and what privileges are deputies. As for the efficiency of the work of the deputies of the Verkhovna Rada, the expert is convinced that at the level of regions it is difficult to assess it. Because, instead of lobbying the interests of residents of a particular area or area, people’s deputies are prevented by various gifts. And their direct legislative responsibilities are forgotten by people’s deputies because of employment with such patronage.

The deputy of the Chernihiv Regional Council Andriy Kisly sees a certain threat to the efficiency of the parliament in the majority election system. In his opinion, only those citizens who are able to secure voters with high material and social status will enter into such an electoral system.

The deputy of the Chernihiv City Council Alexander Melnyk confirmed the opinion of the previous speaker: “Indeed, we cannot be a majority system. After all, if the power was given, it is very difficult to pick up.

According to Oleg Trukhan, a representative of the All -Ukrainian Front of Changes, there are three main problems regarding the topic discussed, it is: lack of control for the use of budget funds at all levels, lack of responsibility to the regional voter and lack of influence of the public on these processes.

Pavel Pushchenko, Chairman of the Chernihiv Educational Center “Initiative”: “In the programs of political parties go to the parliament under the current election system there is no interests of the regions, from which voters themselves suffer.”

The leader of the public platform “Community Power” Alexander Lomako: “In any case, Ukraine is on the verge of constitutional reform, because at the moment the whole system of power in the country is destroyed. All questions can only be answered in the presence of a new reformed constitution.”

Currently, proposals for all project participants from different regions of the country are formed in the Green Book of Ukrainian Parliamentarism. Its presentation will be accompanied by an international conference on parliamentary reform, as well as a press conference at one of the national TV channels.
