National Consilium of Reforms Support Network “Modernization of Ukraine. Definition of reform priorities ”


On March 5-6, 2010, the National Consulty of Supporting Reforms “Modernization of Ukraine was held in Kyiv. Determination of reform priorities. ” Gennady Maxak took part in the event in the event.

The purpose of the event was the final public discussion of the revised strategy “Modernization of Ukraine. Determination of reform priorities. ” The project is unprecedented for the history of independent Ukraine, an attempt to unite the author’s team with more than forty leading independent Ukrainian analysts in order to present to the public an expert vision as much as possible a holistic picture of the key reforms needed by the state.

The event was organized by the Laboratory of Legislative Initiatives, with the support of the project “United for the Reforms” (UNITER) and the International Renaissance Foundation. Active representatives of civil society, local self -government and political parties, leading analytical centers, scientific institutions and media (more than 150 participants) took part in the discussion. The main task of the National Consilium was to discuss the road map of reforms, which will serve as a benchmark for the activities of public society, politicians and businesses aimed at implementing modernization of reforms in the country.

The National Consultium began with the welcoming speech of the Chairman of the Laboratory of Legislative Initiatives by Igor Kohut. He emphasized the participants of the meeting on the need to find a public consensus around the reform project and the ability to attract all the parties interested in modernizing the states in a single network support network. Roland Kovach, the director of the project “united for the sake of reforms”, spoke during the greeting word about the key role of active civil society in the process of reforms, which should not expect favorable conditions and readiness of official authorities before the start of modernization, and, instead, should constantly put pressure on politicians. Moreover, in recent years, Ukrainian civil society has made significant progress and continues to develop actively. Igor Burakovsky, Chairman of the Board of the International Renaissance Foundation, Director of the Institute for Economic Research and Political Consultations, testified to the existence of serious reforms in the public consciousness. Therefore, the main thing is to move away from traditional slogans and start acting on the basis of specific proposals, examples of which can be found in the project of the reform road map. The head of the Minister of Education and Science Yarina Yasinevich also testified to the key role of public support for the reform process, without which modernization projects on the chances of being implemented.

The theme “Institutional Organization of the State and Territorial Self-Government” was represented by Igor Koliushko (Center for Political and Legal Reforms), Anatoliy Tkachuk (Institute of Civil Society) and Roman Kuibida (Center for Political and Legal Reforms) for moderation of Roman Kobts (NGO “Ideal Country”). The main conclusions of the discussion – the most serious problem in the field of public authority is the inefficiency of state institutions. Therefore, an important task is to implement relevant reforms (executive system, administrative-territorial system, judicial system, etc.), projects and models of which are already processed by the domestic expert environment.

The topic “Modernization of Ukraine: Socio-economic dimension” was presented by Igor Burakovsky (International Renaissance Foundation, Institute for Economic Research and Political Consultations), Alexander Betliy (Institute for Economic Research and Political Consultation) and Dmitry Naumenko (Institute for Economic Research and Political Consultation). He moderated the theme Yegor Sobolev (Bureau of Journalistic Investigations “Conscious”). The main directions of reform in this area were identified: fiscal policy, monetary policy, regulatory policy and privatization, social sphere, health care, infrastructure, agrarian policy and environmental protection. The integral idea of ​​these reforms should be the concept of “sustainable development”.

The Bloc “Foreign Policy and Security of the State” was represented by Alexander Sushko (Institute of Euro-Atlantic Cooperation) and Vladimir Gorbach (Institute of Euro-Atlantic Cooperation), was moderated by Victoria Syumar (Media Institute). Conclusion Discussion – The main problematic points for Ukrainian foreign policy and national security are generated by problems and confrontation in domestic policy. Therefore, Ukraine should develop such a system of foreign and security policy, in which the change of people in a particular position has not entailed a radical change of the state course in this area.

The topic “Fundamental Values ​​of Democratic Changes” was represented by Maxim Latsiba (Ukrainian Independent Center for Political Research), Yevgeny Zakharov (Kharkiv Human Rights Group) and Anna Golubovskaya-Osimov (Mama-86). The topic of Yulia Tishchenko (Ukrainian Independent Center for Political Research) was moderated. Key proposals that were voiced in this block: the need for “greening” policy, implementation of reforms in the field of legislative support for civil society organization and human rights protection.

At the final stage of the National Reform Support Network, participants supported the reform road map as a guide in the process of promoting the well -up -to -date modernization of the country. At the same time, the Chairman of the Laboratory of Legislative Initiatives, Igor Kohut, called on the initiation of the “roadmap” in different regions of Ukraine, distribute it to the widest possible sections of the Ukrainian public and send specific proposals for improvement and supplement.
