“Polissya Fund” for your hometown


In the press center “Kolo”, on the initiative of the Chernihiv Analytical Center “Polissya Fund of International and Regional Research”, a presentation of a public project under the name “Managing Communal Property of Povresk” was held, during which the communal problems of the city were discussed and possible ways to solve them with a support for European experience.

The President of the Polissya Fund Gennady Maxak reported that this initiative aimed to investigate the current state of the city communal sector and propose effective alternatives to its development to the Chernihiv city authorities.

According to Gennady Maxaka, the idea of ​​the project arose during the stay of experts of its analytical center in Poland and familiarize them with the experience of reforming utilities in small Polish towns. “They are clearly aware that if the community is not able to operate the utility facilities itself, then they must be transferred to the private owner, who, along with his commercial interest, cares for the modernization and efficient operation of the community,” G. Maxak said.

In addition, commenting on the results of a public opinion survey, the head of the analytical center noted the urgency of this issue, since the need to reform utility companies is convinced of 80.7% of the Chernihiv interviewed.

The expert on the development of communal property, Maxim Zabashtansky, briefly described the current problem state of the municipal sector, which is accompanied by a lack of sufficient financial support, technogenic crisis in the industry, significant physical and moral depreciation of fixed assets. In his opinion, from the available models of communal property management, public-private is the most stable, and one that takes into account the interests of all stakeholders.

The project of the Polissya Fund envisages a set of measures for expert discussion of ways of optimizing the management of communal property of the Chernihiv community, which will allow the Chernihiv authorities to propose recommendations on reforming the housing and communal sector of the city.
