Prospects for the participation of the private sector in the reform of housing and communal services in Chernihiv


On November 3, an expert discussion was held at the Pure Policy Expert Club on the introduction of mechanisms of private-state partnership and condominiums in the framework of reforming housing and communal services in Chernihiv.

The event took place as part of the project “Transparent reform of housing and communal services in Chernihiv”, Which is performed by the Chernihiv NGO“ Polissya Fund of International and Regional Studies ”and the Chernihiv Educational Center“ Initiative ”with the supportUniter.

The event was attended by members of the public expert group on housing and communal services, deputies of the Chernihiv city council, journalists, representatives of public organizations, founders of ACMH in Chernihiv, experts.

During the event, the state of housing and communal services in recent years, ways of financing the development of housing and communal services and the prospects for the creation of ACMH in the city were discussed. First of all, the participants were presented to the development of a public expert group on housing and communal services on the positive and negative state of housing and communal services in Chernihiv, the analysis of the implementation of city target programs of the HGC and the relevance of reforming this area in Chernihiv.

Different points of view on the state and prospects of utility development were expressed in the discussion of the topics.

Deputies of the Chernihiv City Council (Alexander Melnyk, Vitaliy Gollets, Vyacheslav Lebed) were solidarity in views, in particular, as the main negative of today’s state of housing and communal services noted the absence of the city program of reforming this sector.

Representatives from the public (Yuriy Paperny, Anna Romanova) emphasized the absence of representatives of the housing and communal services department in the event, and also suggested that the public expert group on housing and communal services provide all the subjects of the election process before the local elections to include relevant points in their pre-elections.

Instead, the President of the Polissya Fund of International and Regional Studies Gennady Maxak noted that today the public is not working very constructively in the field of housing and communal services reform.

Professor Valery Ilchuk noted that the market for these services is monopolized, and hence the vast majority of problems. However, in his opinion, the investment component is better to put in the tariff than to attract external investments from abroad.

Regarding the prospects of creating condominiums, Anatoly Vesely, who takes care of this issue in the Desnyanskiy district of Chernihiv, noted that about 20 condominiums were created in Chernihiv, which is a very low indicator. In turn, Boris Romanenko told about a positive example of the work of Chernihiv ACMB “Boston”.
