Regional development strategy should be a priority in all corners of Ukraine – experts


The State Regional Development Strategy for the period up to 2020, approved by the Cabinet of Ministers of Ukraine on August 6, 2014, has not become a priority for most regions of Ukraine. The processes of strategic planning of the development of regions are at a slow pace, there is a problem of low efficiency of implementation of programs of their socio-economic development.

The participants of the press conference organized by the Polissya Fund of International and Regional Studies (m.Chernihiv), whichTogether with the Regional Analytical Centers AssociationBut with the support of the European Union, he implemented the project “Regional Policy in Ukraine: Public Monitoring of Regional Development Strategy”.

According to the Vice President of the Eugene Romanenko Foundation, the project showed that the regional development strategies were not priority documents for most regions.

“This is evidenced by at least a schedule of work of state administrations on their preparation. There are problems of executive discipline and a significant dependence of the work of local executive bodies on personnel problems, politics, etc. On the ground are not yet ready for systematic changes in the field of implementation of regional policy. Despite changes in procedures, the formal approach to the development of strategies, notes. Document of regional development, but as a certain tool for obtaining funds from the State Fund for Regional Development, ” – emphasized Romanenko.

At the same time, among the positive changes in the development of regional development strategies, he called the open work of most regional state administrations. “According to our regional partners, the highest level of openness was demonstrated by eight regions – Volyn, Dnipropetrovsk, Zhytomyr, Kyiv, Poltava, Rivne, Cherkasy and Chernihiv. Six regions worked with sufficient openness – Vinnytsia, Zaporizhia, Odessa, Sumy. The transparency of the process of development of regional development strategies received three oblasts – Transcarpathian, Ivano -Frankivsk and Mykolaivska, ” – said Yevgeny Romanenko.

The peculiarities of development and implementation of strategies in their regions were also told by the expert of the Kharkiv Foundation for Local Democracy Viktor Kozoriz and the executive director of the public organization “Institute of Public Expertise” Alexei Litvinov from Dnipropetrovsk. Experts, in particular, emphasized that the recommendations for improving strategic planning at the regional level are addressed to local and central authorities.

The process of development and approval of the draft strategy in the Chernihiv region was generally open.Despite the sufficient publicity of the strategic focus process, formulating the vision of the development of the region and the strategic goals of the document,The latter were only partiallycorrelated with the goals of the State Regional Development Strategy by 2020.

Unlike the component plans of the strategy, the plan of its implementation was prepared in accordance with “Methodology of Planning Regional Development in Ukraine”.

Report on the results of monitoring the implementation of the plan of implementation measures in 2015-2017 Strategy of Sustainable Development of Chernihiv Oblast for 2020 for 2015 and a report on the evaluation of the performance of the Sustainable Development Strategy for Chernihiv Oblast for the period up to 2020 and the plan for its implementation in 2015-2017 were prepared in time.

At the same time, experts noted that the report of the regional state administration is not adequate, since it is built on comparison of indicators of evaluation of performance, which are not provided for by the plan of measures. Although this fact complicated the assessment of the degree of achieving the operational goals of the strategy, experts have determined that out of tenSix and four operational goals have not been achieved.

In achieving the strategic goals of the program document of the region, experts have concluded that the implemented projects partially contribute to the achievement of the 1st and 3rd strategic goals (“development of human potential” and “Rural development”), the strategic goal (“Increasing competitiveness of the region”) has not been achieved.

The problem is that the projects that are included in the action plan do not fully reflect the volume of the Tasks provided for by the CPR. Accordingly, even the effective implementation of the full list of planned measures will not ensure the 100 % achievement of strategic goals.

The Polissya Fund of International and Regional Research in cooperation with the Association of Regional Analytical Centers plans to continue working on monitoring the implementation of strategies, because, according to the participants of the press conference, the identified problems require discussion and elimination at both national and local levels.
