Representatives of local authorities visited Poland as part of Polissya Foundation project


On July 26 – August 1, 2015 a study visit for participants of the project “Civil Dialogue – cooperation of public authorities – the best quality of public services”  took place. The project is implemented by the Center of European Cooperation (Poland) together with Polissya Foundation for International and Regional Studies (Ukraine) and the Center for Cross-Border Cooperation as part of the Polish-Canadian Programme for Democracy Support co-financed by the Programme of Polish Cooperation in Favor of  Development.

In the course the visit the participants had the opportunity to attend the offices of local governments of Wroclaw and several municipalities (gminas) of Lower Silesian province (voivodeship). The representatives of local authorities of Ukraine got acquainted with the principles of cooperation between public authorities and their long-term objectives in Poland. They also could ask questions concerning decentralization.

The visit to Lower Silesian Federation of Non-Governmental Organizations was a perfect example of cooperation between public authorities and NGOs. The main objective of the federation is training in the field of cooperation between NGOs and public administration and using advanced technologies to that end.

The participants also visited Legnica Municipality, the Union of Municipalities of Copper Basin, Dzierzoniow Municipality, the Union of Municipalities of Dzierzoniow County, WalbrzychAgglomeration, WalbrzychSanitationUnion, Bielawa Municipality and ‘Lower Silesian Residents – Local Activity Group’ Association. The guests from Ukraine were presented the local action strategy and the results of local communities acting. The participants saw waste treatment facilities and facility for solid waste collection and disposal.

Generally the program of the visit was very interesting and varied. The participants asked many questions and got a great experience in arranging cooperation of public authorities for putting it into practice.
