Resolution of the International Conference “Assessment of the Dynamics of Economic Reforms in the Regions of Ukraine in EU Integration”

Participants of the International Conference “Assessment of the Dynamics of Economic Reforms in the Regions of Ukraine in EU Integration”

– aware of the need to intensify the process of reforms of pro -European orientation in Ukraine by combining the efforts of the public sector, business and civil society representatives,

– based on the results of the assessment of the current state of the regions of Ukraine from the standpoint of their readiness to include in the processes of economic integration with the EU, conducted by specialists of the Association of Regional Analytical Centers of Ukraine,

-noting the insufficient strength of the positions of the regions in terms of their ability to successfully and quickly achieve the goals of economic integration, the formation of favorable organizational and socio-economic conditions for the effective development of economic and sectoral cooperation in the conditions of new geopolitical challenges,

-supporting the appeals of the International Conference “Assessment of the dynamics of economic reforms in the regions of Ukraine in the conditions of integration into the EU”, which took place on December 17-18, 2015 in Kyiv, to public authorities and local self-government,

Recommended:
1) State authorities:

– to initiate the creation of a national information and communication platform, which will contain up-to-date information on changes in the legislation, the conditions of the EU market, databases of potential business partners; will help to strengthen the links between the regions on the exchange of the best practices in the field of trade and related issues, economic and sectoral cooperation; Provide online access to consultations of experts on conducting business-oriented goods and services to EU countries, etc., will facilitate the dialogue between representatives of the state, business, and the public in the format of the forum;

– to strengthen the analytical filling of pages on European integration on the websites of regional state administrations with popular infographic on the benefits and practical possibilities of using the results of cooperation with the EU;

– to carry out a detailed analysis on the results of the annual monitoring of the relative effectiveness of economic reforms in the regions in the context of the provisions of the Association Agreement between Ukraine and the EU in order to identify the causes of unsatisfactory ratings in a timely manner and elimination of reforms;

local self -government bodies:

– to determine the areas of entrepreneurial activity in the region that are able to generate high -tech products and products with high value added and make decisions on the establishment of privileges on local taxes and fees for economic entities operating in such areas and carrying out steps to standardize products for EU products, to provide them with other forms;

The official structures of the European Union:

– to strengthen the support of non -governmental NGOs in the introduction of a regular initiative of monitoring the introduction of key economic reforms of European integration direction in the regional dimension with the publication of its results;

– to consider the possibilities of providing institutional and technical assistance in the field of adaptation of processing capacity of enterprises of Ukraine to the technical requirements of the EU directly into regional centers, which have the highest export potential in this field;

Non -governmental NGOs and higher education institutions:

– to continue the independent annual monitoring of the dynamics of economic reforms of European integration direction with the obligatory familiarization of representatives of state local authorities and local self-government with its results and further publication on the websites of regional state administrations and local councils;

– focus public control over the issues identified in specific regions in the field of trade, economic and sectoral cooperation,

– to increase the awareness of territorial communities about the content of European integration reforms to prevent possible manipulation of public opinion and the consistent increase in the level of conscious support by the local population of the European integration course.
