Round table “Development of digital skills and competencies in Ukraine: preconditions and practical steps”
On December 26, 2019, a round table was held in Kyiv: “Development of digital skills and competencies in Ukraine: preconditions and practical steps”.
The event was held within the framework of the project “Promoting the formation of the agenda and institutional prerequisites for the development of digital competences in Belarus, Ukraine and Georgia”, which is implemented with the financial support of the European Union through the regimental scheme of the Eastern Partnership Civil Society. The project is implemented by the Polissya Foundation for International and Regional Studies (Ukraine), the Center for International Business and Economic Development (Georgia), and the Scientific and Technological Association of Infopark (Belarus).
The roundtable discussed issues concerning the prospects for the development of digital skills and competences in Ukraine, in particular:
– preconditions and challenges in the field of development of digital skills and competences in Ukraine, the role of key authorities;
– the role of the national digital coalition in digital transformation processes in Ukraine;
– compliance with the level of digital skills and competences of the needs of Ukrainian society and business;
-Development and adaptation of digital competences (E-Competition Framework) for business (ICT Professionals) and E-LEADERS (E-LEADERS): Discussion of possible mechanisms of introduction.
Representatives of government and parliamentary structures, representatives of educational institutions and business, public organizations and independent experts took part in the event.
Valery Ionan, Deputy Minister of Digital Transformation on European Integration, presented the results of the first comprehensive sociological study of digital skills in Ukraine. According to her: “53.5% of Ukrainians are below the average level in digital literacy issues” (https://osvita.diia.gov.ua/).
The chairman of the Expert Advisory Committee on Digital Technologies in Education at the Ministry of Education and Science of Ukraine, the EU4Digital Working Group of E-Skills in Ukraine Tatiana Natyana spoke about EU experience in measured digital skills and results of research on the possibilities of measuring digital skills and competencies.
Andriy Biryukov, Executive Director of the Hi-Tek Office of Ukraine, and Olena Kornienko, Secretary of the Coalition Coalition Coalition, informed the participants of the event about the role of the national digital coalition “Digital Transformation Coalition” in the processes of digital transformation in Ukraine, and also outlined.
Taking the opportunity, Maxim Koryavets, President of the Polissya Fund of International and Regional Studies, presented a guide for national digital coalitions in the context of digital skills and competencies (https://goo-gl.su/twu6w).
Oleksandr Yurchak, General Director of the Association of Industrial automation of Ukraine, evaluated the level of digital skills and competencies in the needs of industry 4.0 in Ukraine, in particular, he stressed that critical thinking, creativity (creativity), skills in cooperation and communication are decisive in digital.
Elena Tchaikovskaya, Candidate of Pedagogical Sciences, Associate Professor, Head of the Department of Computer Sciences, Kyiv National University of Culture and Arts, and Marina Tolmach, Lecturer at the Department of Computer Sciences of Kyiv National University of Culture and Arts, presented the results implemented by the University of the project “Framework Structure of Digital Competences and Digital Competencehttps://donntu.edu.ua/international/mizhnarodni-proekti/dcomfra), the purpose of which is to adapt the appropriate framework in the country, taking into account national specificity.
Maxim Koryavets spoke about the features and recommendations on the development and adaptation of the digital competence (E-Competence Framework) for business (ICT Professionals) and electronic leaders. In particular, it was presented the concept of the framework, 30 possible professional roles of ICT specialists on the basis of the standard E-CF EN 16234-1, the concept of electronic leadership, as well as demonstrated an indicative road card implementation of the European standard of electronic competences and a system of professional roles in the target partnership (https://goo-gl.su/j75b).
Candidate of Technical Sciences, Associate Professor of the Department of Software Systems and Technologies of KNU. T. Shevchenko Tatiana Kovalyuk and co-author of the Professional Standard Project Project Project Olena Syrota proposed possible mechanisms for introducing educational and professional standards in the ICT field based on E-Kompence Framework, as well as discussing the problematic issues and challenges of the process.
