The ability of the community to influence the life of the city is the greatest horror of City Council officials

Local deputies have a great responsibility-it depends on them whether public organizations and ordinary residents of the city will be able to bring socially important issues to the session of the Chernihiv City Council.

In the light of recent events in the country, citizens have become more consciously participating in the life of the city and country, believesTatiana Boyko, representative of NGO “International Institute of Humanities”. The project “On Local Initiatives in Chernihiv”, which enables the community to initiate consideration of issues of city council deputies, tried to implement from June 2014. However, Chernihiv officials did not support the activists. It seems that it is possible for them to give the community to influence the life of the city – the greatest horror.

Including the draft position in the agenda of the City Council session does not cost authorized officials, but some officials and deputies do not see any image bonuses, but only warnings and challenges, confidentOlga Ryn, representative of the Polissya Fund of International and Regional Research.

By the way, in practice “local initiatives” would be implemented as follows. The members of the territorial community gather in the initiative group, which develops a draft decision of the Chernihiv City Council and submits it together with the package of necessary documents to the authorized structural unit of the city council. Pre -active residents of the city should collect signatures of 50 supporters of their idea. The issue is submitted to the deputy corps, and then indifferent citizens control the implementation of the decision of the council in the event of its adoption.

According to the charter of the city of Chernihiv, the Chernihivs can propose a question for consideration of the session now it is necessary to collect 10% of signatures of residents of the city, which is about 30 thousand people. At the same time, Ukrainian experts propose to replace this figure of signatures by 50 people.

According to representatives of public organizations present at the press conference, the draft Regulations on local initiatives have already been prepared and registered in the city council, but for a long time officials have not considered it.

The project organizers are ready for dialogue with representatives of the Chernihiv City Council to change certain aspects of documentation, saidPavel Pushchenko, Head of the Initiative Educational Center. At the same time, the main thing is to submit this project for consideration of the City Council session in February this year.

Representatives of Chernihiv NGOs prepared an appeal to Chernihiv mayor Alexander Sokolov and city council deputies on consideration of the issue “On local initiatives in Chernihiv” at a plenary session in February. This appeal is planned to be provided to the deputies during the nearest session of the Chernihiv City Council in January 2015.
