The composition of election commissions in Chernihiv region: who, where, how many ..


September 11 has been conducting a general national campaign of public observation of elections to local authorities since September 11. The partner of the observation campaign in the Chernihiv region is the Polissya Fund of International and Regional Research.

The first stage of the election campaign was the formation of regional, district and city election commissions. According to the CEC Resolution of September 15, 2010 №355 (Annexes 639-664), 1 regional, 3 city (Chernihiv, Nizhyn, Pryluky) and 22 district election commissions were formed in the Chernihiv region, which included representatives of 21 political party. Leadership positions are divided between representatives of 17 political forces.
Of the 26 TECs of the region, 24 consists of 18 members, 2 of 17 (Bobrovitsk and Varvinsky district election commissions). The chairman, the deputy chairman and the secretary of the election commission in all TECs are representatives of various political forces.
The Communist Party of Ukraine, the People’s Party and Party of Regions have the maximum number of representatives (3 persons) in regional TECs of all levels. Further, the number of representatives and geographical coverage are the Batkivshchyna Party, the Ukrainian People’s Party and the Party of Defenders of the Fatherland.
The leader in the region in the number of positions in the TEC is the Batkivshchyna Party, whose representatives are heads of 26.9% of commissions, secretaries – 11.5% and deputies – 7.7%. The members of the Party of Regions are heads of 23.1% of election commissions, the People’s Party – 15.4%.
In general, the share of representatives of the ruling coalition (Party of Regions, CPU and People’s Party) in the total number of TEC members in the Chernihiv region is 50.2%(including regional TEC – 50.2%, city TEC – 50.0%, district TEC – 50.3%). Although the proportion of these political forces in the structure of TEC governing bodies is approximately a third (32.1%), they are led by an average of 2 of 5 TECs (42.3%). This situation violates the principle of equal representation of political forces in commissions, however, whether it will affect the course and the results of voting.
Throughout the election campaign, the OPORA GM will promptly inform media representatives of all detection of violations that will record public observers.
