The executive bodies work more transparently than the mayor and deputies – the results of the study


The results of the study, initiated by the Lviv Opora Civic Network, were presented by members of the Polissya Fund of International and Regional Studies today, November 11, at the Discussion Club “Expert Thought”. Their results made it possible to evaluate and compare the publicity of the municipalities as a whole, as well as to form a separate rating of publicity of city mayors, executive bodies and deputy corps.

Thus, in 2014, local self -government bodies and officials became more closed in disseminating information about the results of their activities and in daily cooperation with residents. 48% of the possible 100% are such an aggregate average publicity of local self -government bodies and officials in Ukraine.

With regard to the results of measurement for individual entities of local self -government, the most public were the executive bodies of the Soviets (the average total indicator – 55%) and mayors (average total indicator – 51%). Instead, the average total publicity of city councils in 2014 was only 40%. The same situation was observed in 2013, but compared to the previous year, the level of publicity of deputies decreased significantly (by 11%).

The satisfactory level of publicity is demonstrated by the mayors of four cities-Ivano-Frankivsk, Vinnitsa, Khmelnitsky and Kiev. The leaders of the rating were Viktor Anushkevichus (68%) and acting. Vinnytsia Mayor Viktor Morgunov (67%). The list of the mayors of Zaporizhzhia and Cherkasy is closed – the publicity of which is 41% of the maximum standard.

The activity of the executive bodies of ten municipalities is characterized by a satisfactory level of publicity. The unconditional leader here is the executive bodies of the Ivano-Frankivsk city council with an indicator of 77%. As non -public is regarded in 2014 the activity of the executive bodies of four city councils – Lugansk, Kherson, Cherkasy and Donetsk.

In general, Chernihiv city government has a low level of publicity, which was 44%, which is 7% less than the results of the previous year’s study. Thus, the municipality ranked 16th out of 24 possible. This is due, first of all, to the non -public activity of the deputy corps, as evidenced by the results and last year’s study. It is worth noting that in 2013 Chernihiv divided the fifth stage of the All -Ukrainian rating together with Nikolaev and Lugansk.

The Chernihiv mayor (43%) has a low level of publicity. Despite the fact that information about the mayor’s services, biographical certificates of the executive committee and other important information appeared on the official website of the Chernihiv City Council, the activities of the city leader did not become more public according to the methodology developed.

Regarding the assessment of the publicality of the executive bodies of the Chernihiv city council, among the studied objects at the local level it is the highest (61%). More than in the light of the executive structure is more public than the deputy corps and 18% more than the assessment of the mayor’s activities. The level of publicity of the executive bodies can be classified as satisfactory, which is due, first of all, to high indicators by the criteria “Administrative services” and “access to public information”.

In order to communicate with the authorities and communities through information requests more effective, as well as to increase the level of publicity of executive bodies, it would be necessary to post detailed reports on consideration of requests for public information or publish all the answers provided on request. Also, creating a special online form for submitting information request on the official website would make it easier for such information for both the information manager and the requester.

The representative body (27%) has the lowest evaluation of both three objects under study and in the All -Ukrainian rating. A similar tendency was also traced during the study in 2013, when the low level of publicity of the municipality was in the closeness of the deputy corps.
