The first results of implementation of the Chernihiv Development Strategy

On March 2, at 11.00 in the press club “Clean Policy” there was a “round table” “Industrial and economic development and entrepreneurship: the first results of implementation of the strategy of development of Chernihiv”, which discussed the status and prospects of implementation of the strategy of development of Chernihiv for 2007-2015 in the economic and industrial sections. The event was held in the framework of the joint project of the Polissya Fund of International and Regional Studies and the Initiative Educational Center “Chernihiv Development Strategy – the first results of the public through the public”, which is implemented with the support of the Kaunterparty Center.

The Round Table was attended by the Deputy Mayor for Construction Alexander Serdyuk, Head of the Economy Department of Chernihiv City Council Lyudmila Maksimenko and Head of the Investment and Tourism Department Volodymyr Bordov, deputies of the city council: the head of the budget commission Vyacheslav Lebed and Vitaliy Golits. Journalists and public activists were also present.

Opening a roundtable meeting, the project head President of the Polissya Fund of International and Regional Studies Gennady Maxak thanked all those present for participation in the event and reminded the purpose of the project: “We are not going to criticize anyone, the task of the project is to find a solution that will improve the implementation of the Chernihiv development strategy.”

The project expert Yuri Vdovenko presented the first conclusions of the public expertise on the implementation of the city development strategy in the industrial, economic and entrepreneurial spheres. According to the expert, the document is often sinned by blurry formulations and tasks that cannot be attributed to strategic ones. For example, one of the strategic tasks was to increase the number of employees of one of the departments of the city council.

If we talk about the degree of implementation of the development strategy, according to a public expert, language can be made about 50 % of the planned.

In his speech, Deputy Mayor Oleksandr Serdyuk emphasized that the implementation of the city development strategy is in close cooperation with the master plan of Chernihiv development.

Speaking about problems with the implementation of the city development strategy, Mr. Serdyuk emphasized that this prevents the gradual reduction of the powers of local self -government bodies in the construction sphere, instability of budget financing, constant changes in legislation and lack of legal framework for regulating the land market.

The head of the Investment and Tourism Department of Chernihiv City Council Volodymyr Bordov said that the majority is planned in the city development strategy for the development of the tourism industry. As an example, he cited data, according to which in the last three years the number of visitors to museums in Chernihiv is steadily increasing.

Lyudmila Maksimenko, Head of the Economy Department of Chernihiv City Council, emphasized the need and importance of the Chernihiv development strategy, but emphasized that the document needs revision. “It is necessary to carry out an inventory of the document and leave really the necessary items to date,” Ms. Maksimenko said.

The deputy of the city council Vitaliy Golets, analyzing the implementation of the strategy of development, called the main problem of execution of the document the situation in the budget sphere of the country. “Bacchanalia, which was created in the country in the budget sphere did not allow local self -government bodies to perform their functions”, “the deputy emotionally noted.

Another representative of the Chernihiv City Council, the chairman of the budget commission, Vyacheslav Lebed, thanked the public organizations on the initiative to monitor the implementation of the city development strategy, and emphasized the contradictions that were laid in the document during its adoption. “According to the figures of the development strategy, money requires 5 – 7 times more than the city budget,” the specialist said.

Speakers on the round table emphasized that Chernihiv became the first city among the regional centers of Ukraine, which approved the city development strategy. Although the first pancake seemed difficult, he also did not become a “comma”.
