The Polissya Fund has joined the International Decentralization Support Project in Ukraine


On March 13, the Minregion took place a presentation of the project “Public dialogue – cooperation of local self -government bodies – higher quality of public services”, implemented by the Association “Center for European Cooperation”, the Polissya Fund Dsatd.

The event was opened by the President of the Polissya Fund of International and Regional Studies Gennady Maxak, who convinced the audience that this project was an initiative with the value added.

In turn, the project was presented by the secretary of the Center for European Cooperation Paulin Trushko. According to her, the main purpose of the project is to develop the ability of Ukrainian local self -government bodies to improve the quality of public services through inter -municipal cooperation, as well as through the involvement of residents in the decision -making process and in public dialogue.

The project, according to Paulina Trushko, will be implemented in three stages during 2015.

The first stage will take a study visit to Poland of key persons responsible for the reform of self -government in Ukraine – representatives of central government and local self -government, media and non -governmental experts. During this visit, participants will visit public institutions and get acquainted with the Polish experience of cooperation between local governments, listen to training seminars with Polish experts.

“Based on the knowledge gained during the training modules and a training visit, as well as taking into account the opportunities arising from the legislation on cooperation and community associations in Ukraine, pilot projects of cooperation between local governments will be prepared by participants. The projects will be developed under the supervision of Polish experts and should help in starting the cooperation of communities in the field of public services, ”Paulina Trushko said.

The second stage is a study visit of the group of nine the most active and initiative participants of the project to Poland, where they will be acquainted with the practice of cooperation between Polish Gmins in various fields of public services.

The third stage is a five -day internship in Poland for the three most initiative participants who will deepen knowledge and experience in the field of management, public services.

The result of the project should be the publication of practical recommendations for Ukrainian local self -government bodies, local leaders, experts, persons responsible for making decisions.

In his turn, the Deputy Minister of Regional Development, Construction and Housing and Communal Services Vyacheslav Negoda congratulated the initiative of international partners to provide information and organizational support for the process of inter-municipal cooperation in Ukraine.

“We are interested in the development and support of such projects that help to establish a productive dialogue between local governments of all levels, as well as to identify the reasons that hold back the process of productive cooperation between them,” Vyacheslav Negoda said.
