The Polissya Fund of International and Regional Studies announces a tender for finding an audit company for financial reporting audit
Chernihiv City Youth Non -Governmental Organization “Polissya Fund of International and Regional Research” (hereinafter referred to as the Polissya Fund) announces a tender for finding an audit company for the audit of financial reporting of the Polissya Fund for 2015. The audit should be conducted by an independent and qualified auditor who has an audit experience in public organizations in accordance with international audit standards issued by the International Audit Standards and IAASB Guarantee Standards.
The audit should begin no earlier than January 25, 2016 and the auditor must provide an audit report on the audit of the audit no later than February 20, 2016.
Audit Tasks and Volume:
To audit the financial activity of the Polissya Fund for 2015, namely:
- Analysis of the accounting system of the Polissya Fund and its compliance with the legislation of Ukraine (analysis of accounting policy, analysis of the accounting system of the organization and their compliance)
- Checking the completeness and accuracy of the displayed accounts in the accounting system
- Checking the facts of spending (checking the availability of primary documents-invoices, invoices, acts of work performed (services rendered), bank statements confirming the facts of spending)
Checking the nature of the costs of project budget sections:
- Checking the completeness and accuracy of reflecting primary documents confirming the costs incurred in the accounting system and compliance with the national accounting principles.
- Verification of how the cost of wages is documented and whether it is possible to check these costs.
- Checking whether the Polissya Fund of the Rules and Procedures of Payment of Taxes and Social Details
- To provide a conclusion on the actual financial situation of the organization as of 01.01.2016 as a result for the period 1 January 2015 to December 31, 2015.
Auditor reporting
Upon completion of the audit, the auditor must submit a management letter to the organization that contains the auditor’s conclusion and all the results of the audit. The list of results of the audit is not limited to the amount of work and the auditor has the right to address further issues. The management letter must contain details relating to the audit, the methodology used and the volume of the audit and the list of all identified inconsistencies and shortcomings, regardless of their materiality. The auditor should make recommendations to eliminate any deficiencies. The recommendations should be presented in priority. The auditor must discuss all the points listed in the management letter with the leadership of the Polissya Fund.
Upon completion of the audit and discussion with the management of the organization of all points listed in the management letter, the auditor must provide an audit report, which will contain an audit opinion on the reliability of the annual financial reporting of the organization and the compliance of the internal control system of the organization. The audit report should contain a reference to the fact that the audit was executed by a qualified auditor in accordance with the international audit standards issued by the International Federation of Accountants (IFAC).
The audit report must contain the signature of the responsible auditor, the title and the name of the audit firm.
The audit report should not exceed 20 pages, should be written in Ukrainian and English.
The audit report is provided by the organization in three printed copies (in English and Ukrainian).

- Certificate/Extract on the inclusion of an audit company in the register of audit firms (copy).
- Certificates for the right to engage in audit activities (copy).
- Documents confirming that the organization may be audited in accordance with international audit standards issued by the International Audit Standards and Guarantee (IAASB) (Copy) Council.
- Documents confirmed by the experience of the company with non -profit organizations.
- The commercial proposal and contacts of the responsible person authorized to answer the tender proposal questions.
