The quality of housing and communal services in Chernihiv: results of analysis and expert recommendations


November 7, 2012 at the Clean Policy Expert Club, at Chernihiv, ul. Polubotok, 6-A, took place a round table on the topic “The quality of housing and communal services in Chernihiv: results of analysis and expert recommendations”.

The event was held within the framework of the project “Collaboration of parties and public organizations in favor of the community: improving the quality of utilities in Chernihiv”, which is implemented by the Polissya Fund of International and Regional Studies with the support of the International Republican Institute.

Representatives of the Executive Committee of Chernihiv City Council, deputies of the Chernihiv city council, representatives of local public organizations and political parties, public activists and journalists took part in the roundtable.

During the round table, the project manager Maxim Koryavets presented the results of the analysis in the field of housing and communal services in Chernihiv, as well as the results of the expert survey “Quality of Housing and Communal Services in Chernihiv”, conducted by the Polissya Fund of International and Regional Studies in October 2012.

The results of the analysis were joined by the deputies of the Chernihiv City Council, public activists and journalists, who expressed their points of view on the causes of the existing state of affairs in the field of housing and communal services of Chernihiv.

Expert recommendations for improving the quality of housing and communal services in Chernihiv were proposed to the participants of the roundtable. The question of ways to improve the state of urban housing and communal sphere raised a lively discussion among participants-in the list of voiced ideas were: increasing the transparency Chernihiv. The project manager Maxim Koryavets noted that the developed recommendations will be improved taking into account the proposals of the round table participants and sent to the Chernihiv City Council for consideration.

The deputy of the Chernihiv city council Alexander Melnik, who is a partner of the project “Collaboration of parties and public organizations in favor of the community: improving the quality of utilities in Chernihiv”, it was stated that the process of establishing a project of the Association of Consumers of Housing and Communal Services has been initiated.

According to the deputy and the executors of the project to create on the NGO platform and with the support of the political sector of the Association of Consumers of HCP, the problem of confidence in the resolution of controversial issues in the field of housing and communal services and legitimizes the cost of services.

Summarizing the results of the roundtable, the President of the Polissya Fund of International and Regional Studies Gennady Maxak noted that the next stage of the project will be to analyze the state of affairs in the field of elevator economy in Chernihiv and to develop ways to improve it, which will be presented on the second one in the framework of the roundtable project.

The purpose of the project “Collaboration of parties and public organizations in favor of the community: improving the quality of communal services in Chernihiv”, which is implemented with the support of the International Republican Institute, is to unite the efforts of representatives of political parties of Chernihiv and local public organizations to solve specific community community problems.
