April 28 Central Election Commission formed 225 permanent districtsrespectively, the process of territorial election organization is completed. Part of the districts is formed with unreasonable division of territorial communities between different units (27 districts, 12% of cases).That is, earlier the city, whether the district was part of the district, and now: the city is divided between several, residents of the near villages and slices are enrolled in the district. This configuration is unconventional for a number of communities and deliberately breaks electoral groups by place of residence. Another category – formation of enclaves, territories belonging to the same district, but surrounded by communities in another. Such situations of Opora followed in 7 newly formed districts (3.1% of the total number). As a result of transportation of election documentation and other kinds, logistics will run through the territory of another district. 18 districts (8%) were unsuccessfully formed from a geographical point of view.Due to reformatting, they lost their compactness and their territory is stretched to the inconvenient scale elections. For example, the constituency # 60 with a center in Volnovakha now brings together 5 rural areas, and its total territory is 6251 km².
Special attention was paid to the districts, the new boundaries of which will have a positive or negative impact on the candidates’ campaigns that are already conducting agitation. Yes, 19 constituencies or 8.4 % From their total number, they are formed in the configuration, which will help or interfere with the optimal results of the candidate’s campaign.
Opora notes that the violation of the current legislation during the formation of constituencies was not recorded, and the number of voters in each is within the permissible limits of the deviation. However, the results of “slicing their boundaries” do not always have the logic of organizing a quality election campaign, and in some places will complicate its conduct.
Opora emphasizes that the issue of formation of permanent constituencies should be regulated by a separate special Law “On Territorial Organization of Elections and Referendums”, the draft of which has been under consideration of parliament for several years. The number of criteria to be used to form constituencies should be greater. In particular, the principle of territorial unity and the principle of maximum compactness should be mandatory. The process of development of boundaries of districts should be taken into account with the proposals and with the participation of representatives of the public.
