Who and what are supported at the state expense potential deputies from Chernihiv region?
The parliamentary elections have already gained full revolutions, giving passionate promises from candidates to help everyone solve everything. The Polissya Fund has been analyzing the situation in this area within the framework of the joint project “Expanding European Principles in the Field of State Aid and Public Procurement”, which is implemented in the Kyiv, Chernihiv, Luhansk and Donetsk regions by the Civic Coalition “Reform Support Network”.
One of the components of the project is consultations with politicians and further analysis of candidates’ election programs for the availability of norms and provisions that provide for state support in certain sectors of the economy or individual enterprises.
It is symbolic that in early August, the experts of the Polissya Fund on round tables with the participation of candidates 206 and 206 districts appealed to these subjects of the election process to include in their programs the principles of state aid regulation, formulated on the basis of EU legislation. In particular, it was said that state aid should be aimed at fulfilling clearly defined tasks, problems of socio-economic development, which cannot be solved without receiving state aid. At the same time, state aid measures must be properly developed to fulfill its tasks. The characteristics of state aid (volume, form of provision, mechanism of provision) should be adequate (proportional) of the problem to which it is directed. And, ultimately, state aid should be aimed at creating new production facilities, new jobs, technologies.
The idea proposed by the experts of the Polissya Fund of International and Regional Research was perceived by positive potential candidates at that time. Now it’s time to look at how positive ideas have been embodied in candidate programs. Given the fact that the candidates in single -member districts of the region were sufficient (only 89 people), it was a decision to pay priority attention to the programs of candidates who show the greatest activity in the districts and have the greatest chances of taking the chair of parliamentarians.
On the basis of a survey of experts, as well as published sociological research, which were conducted on the territory of the region, monitoring of regional media, the most influential candidates for People’s Deputies, which are running in constituencies of Chernihiv region, were identified, namely (in the context of districts):
-Constituency # 205 -Drivers Valery (Political Party All -Ukrainian Union “Batkivshchyna”), Sokolov Alexander (Party of Regions);
-constituency No. 206 -Vladislav Atroshenko, Volodymyr Polishchuk (Political Party All -Ukrainian Union “Batkivshchyna”), Stanislav Prokopenko (Party of Regions);
-constituency No. 207 -Vladimir Leshchenko (Communist Party), Petrov Oleg, Rybakov Igor, Shapoval Petro;
-constituency No. 208 -Michael’s Golitsa; Lyashko Oleg (Oleg Lyashko Radical Party)
-constituency No. 209 -Ivan Kurovsky;
-constituency No. 210 -mound Igor (Vitaliy Klitschko Prome), Nikolai Rudkovsky.

As you can see from consolidated information, the most influential candidates for People’s Deputies included provisions in their programs concerning the receipt of state aid by various economic entities and different areas of activity of both the region and the state.
The characteristics of constituencies in the Chernihiv region indicates the dominance of rural areas – only one district (205), located in Chernihiv, has exclusively urban population among voters. All other districts (206-210) have in their structure mainly rural areas, which influences the content of election promises of candidates who compete for deputy portfolios in these single-member districts.
Therefore, you can clearly monitor the specifics of software statements that provide for state support. Most applications are aimed at declaring state support or financing of government programs aimed at reviving the agricultural sector. It is noteworthy that it is not about individual enterprises, but is guided in general on the development of the agricultural sphere. Yes, the following options dominate the following:

-State support for the village and the agricultural producer (Leshchenko, Rybakov, Rudkovsky)
-providing minimal (decent) purchase prices for agricultural and industrial products for small and medium -sized manufacturers, first of all, for milk, meat, potatoes and grain. (Atroshenko, Kurovsky, Polishchuk);
-State support for the creation of agricultural service and production cooperatives (Kurovsky, Rybakov).
Some candidates turn to the issue of returning special economic status to the territories of Chernihiv region, which are envisaged by certain state support. Thus, Vladislav Atroshenko and Stanislav Prokopenko candidates for MPs and Stanislav Prokopenko indicate not the need for a particular return to the format of the priority development zone (territory of priority development), which provides for tax benefits for an industrial and agricultural producer.
Also, a considerable number of candidates are referring to the need or development of new state targeted support programs or proper state financing of existing existing (Dnies, Petrov, Rybakov, Sokolov).
In general, the topic of state support is clearly manifested in the election programs of candidates. At the same time, limits on the number of signs in election programs do not allow to fully monitor or comply with candidates when forming the principles that have been offered to them.
