The research offered is the result of joint operation of a network of partners to measure the public government index, the creation of which is initiated in 2013. Lviv Representation of the OPORA Civic Network. In 2013, the measurement campaign covered 11 cities, and in 2014 the monitoring was the municipalities of all regional centers of Ukraine (except Crimea). The active monitoring phase lasted during July-September 2014 and included the submission and elaboration of answers to information requests, analysis of the content of official websites and printed publications of municipalities, monitoring visits and direct observation of the work of local self-government.
