Local Self -Government Publicity Index. The final report, Chernihiv.
The publicity index is a practical tool that allows to evaluate and compare the level of transparency, openness and accountability of municipal institutions in their interaction with residents. In general, the measurement of the publicity index is aimed at understanding how publicly the decisions are made publicly and the municipality policy is implemented and what is the contribution of the main local self -government entities to this process. The result of such a study is the rating of publicity of municipalities, as well as its individual entities: city mayors, executive bodies and deputies of local councils.
The uniqueness of the publicity index is that on the one hand the measurement is complex and evaluated is subject to a wide range of functions and directions of activity of the municipality-ensuring access to public information, accessibility of administrative services, regulatory policy, publication of local regulations, transparency of publicity. and software documents. On the other hand, the measurement focuses on the assessment and comparison of individual, self -sufficient, local self -government entities – mayors, executive bodies and deputies. The network of partners for measuring the local government index included non -governmental, non -party public organizations that have experience in public monitoring and evaluation of local self -government bodies, are politically unfair and declared a lack of conflict with the objects of monitoring.
