1. Analysis of data on the number of complaints about the quality of lift services in Chernihiv, their dynamics for the period from January 2011 to June 2012 (in the context of months), which was conducted on the basis of official answers to information requests from the main providers of housing and communal services and local authorities:
-Municipal enterprise “Novozavodsk” Chernihiv City Council;
-Municipal enterprise “ZhEK-13” of Chernihiv City Council;
-KP “ZhEK-10” of Chernihiv City Council;
-Municipal enterprise “ZhEK-2” of Chernihiv City Council;
-communal enterprise “Desnyansk” Chernihiv City Council;
-Municipal enterprise “ZhEK-6” of Chernihiv City Council;
-Department of Housing and Communal Services of Chernihiv City Council;
-specialized elevator management № 5 of the private joint -stock company “Otis”;
-Desnyansk district in the city of Chernihiv Council;
-Novozavodsk district in the city of Chernihiv Council.
2. The results of the expert survey “Quality of Housing and Communal Services in Chernihiv”, conducted by the Polissya Fund among experts in the field of housing and communal services, representatives of local authorities and self-government, branches of political parties and public organizations, public opinion leaders in Chernihiv in October 2012.
